One Lithuanian on his Facebook account announced photo of the note. The leaflet ostensibly cites an order that in Ukraine you cannot see a doctor without a military ID.

On the website of the Government of Ukraine is published the document marked with the number 147 refers to a completely different decree – regarding the Cabinet of Ministers of Ukraine in 2015. November 11 resolution no. Amendments to Annex 988.

It is announced that it was decided to partially amend the 2015 November 11 Resolution of the Cabinet of Ministers of Ukraine no. 988 “On the Salary of National Police Officers” second appendix. The submitter of the document indicated below is the Prime Minister of Ukraine Denysas Shmyhalis.

Document no. 1200 is related to the distribution of the special fund of the state budget, with the second, the reserve of education subsidies of the state budget is distributed to self-government, and with the third, another order has been replaced.

However, since it is not clear from the photo in which hospital the note is hung, it is almost impossible to verify whether it actually appeared in any Ukrainian health facility.

The demand is illogical

According to the Ukrainians portal Vox Ukraine, only conscripts have a military ID. They are considered to be men who have served in the army, have a military education or have reached the age of 27. A younger man without military service experience or relevant education is a conscript and has a registration certificate.

Those who have reached the age of 60 are also not required to perform military service and are not subject to military registration. So the requirement that all men must have a military ID when they visit the doctor is illogical because not everyone has one.

According to the Vox Ukraine article, an employer may ask for military registration documents upon employment. Colonel Oleksandrs Konovalov, head of the employment department of the Kyiv Territorial Procurement and Social Support Center has saidthat a military document can be required when enrolling in training or crossing the state border.

But the currently valid legal acts do not have any restrictions regarding the treatment of conscripts in health care institutions.

According to Olha Yarmolenko, Director of the Health Department of the Ternopil Regional Military Administration, men of military age must have certain documents, including a soldier’s certificate, during a routine check-up. This is necessary for timely military registration.

If a man does not have a military certificate, he is sent to the military registration and recruitment service. However, this does not apply if the person needs urgent help.

Men can also sign a declaration with a family doctor without a military ID card. To do this, adults must have their passport with them and provide their personal identification number and phone number.

15min verdict: lie. Order no. 147 is not related to the restriction of visiting health institutions. Moreover, it was decided long before December 26. Also, as Vox Ukraine points out, such an order would be completely illogical, since not all persons have a military certificate, and there are no restrictions in the current legislation regarding the treatment of conscripts in health care facilities.
