The law allowing ethnic Latvians to return to their historical homeland, entered into force in 1995. According to the law on repatriation, repatriates are persons who voluntarily move to permanent residence in Latvia, if they are citizens of Latvia, or one of the relatives in the direct ascending line (one of the parents, grandfather, grandmother, great-grandfather, great-grandmother) is Latvian or libietis ( livom).
