Given this, the National COE, chaired by Juan Zapata, mentioned that the only one who can declare a state of exception is President Guillermo Lasso.
“The relevance of a state of exception is evaluated, in order to limit mobility and limit the speed of contagion of the omicron variant of COVID-19”, urged the COE of Guayaquil.
