iPadOS 16.1 may release an update At the end of October!
Mark Gurman reports that iPadOS 16.1 may be released during the week of Oct. 24, when iOS16.1 will also be released simultaneously using the same build number.
Apple previously released the first version of iOS 16 to users in September, while the first version of iPadOS 16 will be iPadOS 16.1.
iPadOS 16.1 is on track to be released the week of Oct. 24th — barring any new bugs or issues. Apple has historically held launches the week of its earnings calls in October.

One reason for the iPadOS 16 update delay may be due to improvements to the Stage Manager feature, initially this feature will only support the iPad model with M1 chip, but in beta, it has been opened for iPad Pro chips A12X, A12Z to be supported as well ( iPad Pro 2018, 2020)
As for macOS Ventura, Apple says it will release the update in October as well, which may be around the same time that iPadOS 16.1 releases the update.
