Four-country region of southern Germany, eastern Switzerland, Liechtenstein and Vorarlberg discussed media topics relating to Lake Constance

Vienna (OTS) On Saturday, April 29, 2023, the members of the International Lake Constance Council from the four-country region of Lake Constance met in the ORF regional broadcasting center in Dornbirn to exchange views on cross-border communication and content through the media.

First-hand information was provided by senior media experts Markus Klement and Angelika Simma-Wallinger (ORF Vorarlberg), Christian Marold (Liechtensteinischer Rundfunk), Rebecca Lüer (SWR) and Daniel Wirth (CH Media/St. Galler Tagblatt).

So close yet so far

The International Lake Constance Council is made up of personalities from business, culture and administration. For more than 30 years, these people have been committed to the regional interests of the Lake Constance region, because no other German-speaking European region is as far away from its national capitals as Berlin, Bern and Vienna. At the same time, the countries around Lake Constance are an economically strong, scientifically distinguished and culturally important region with well over 700,000 inhabitants. The common history and culture as well as the same language around the lake contribute to the fact that the people here share a common attitude towards life, even in an expanding Europe.

Four countries at one station

As the platform for this plenary event, ORF Vorarlberg is particularly concerned with promoting exchange and reporting on relevant topics and events relating to Lake Constance. In addition, there have always been multimedia cooperations with public broadcasters such as Südwestrundfunk (SWR), Bayerischer Rundfunk (BR), Schweizer Radio und Fernsehen (SRF) and Liechtensteinischer Rundfunk (LRF) with Radio L.

Markus Klement, State Director of ORF Vorarlberg, emphasizes that ORF Vorarlberg repeatedly deals with cross-border issues. Most recently, for example, the river Rhine, which connects all four countries and which dominates and has changed the lives of people in Germany, Switzerland, Liechtenstein and Vorarlberg. An approximately one-hour TV documentary by ORF Vorarlberg entitled “Tamer torrent – 100 years of the Alpenrhein Durchstich” will be shown in July 2023 on 3sat, the joint TV program of the four public broadcasters ZDF, ARD, SRF and ORF.

The editor-in-chief of ORF Vorarlberg, Angelika Simma-Wallinger, is convinced that the use of non-linear offers and digital channels would increase and that Snapchat and Tik Tok would not be the end of what we will get to know as an exchange platform. There are highly exciting AI projects at the start, which might become relevant in news processing, especially for people in an area like the Lake Constance region. The journalists of ORF Vorarlberg would also find their role as a “trusted source” in this new field.

Regional versus global

For Frank Hämmerle, President of the International Lake Constance Council from the German district of Konstanz, it is of great importance that people from the region are informed regarding news and developments in the neighboring country in order to vigorously represent common interests. Because, he says, the neighbors are doing well and if you know regarding it, all residents in this four-country region will benefit from it.

Hubert Kinz, delegated by the Vorarlberg state parliament to the International Lake Constance Council, emphasizes that the European Parliament approved a directive in 2019 that is intended to facilitate the cross-border distribution of TV and radio programs. The payment protection of the creative authors and the rights holders has led to the fact that the original goal does not appear to be fully secured due to the reception restrictions and encryption systems that have been introduced. The so-called territorial principle has the effect that content from media libraries is often not available across borders and that there are restrictions, especially in the case of sports broadcasts.
