International comparisons of education spending in 2019

The effort is higher in the United States, United Kingdom and Norway. Education at all levels is financed mainly by the public sector: State and local authorities (83% on average OECD). In France, this funding is a little higher (86%). For higher education, the share of public funding is lower but remains high in France (75% vs 66% on average OECD): in the majority of the other countries, families contribute more to the financing of higher education.

In 2019, the average cost of a pupil attending school in France at all levels is above the OECD average (13,050 dollar equivalents vs 11,990). This is particularly the case in upper secondary education. On the other hand, in elementary education, the average expenditure per student in France is below the international average.

The dynamic between 2012 and 2019 is driven in France by the priority policy for primary education, with an increase of 1.7% per year in the average cost in elementary education over this period (vs. +0.4% for all levels combined).
