Integrating EHPAD into the Community: The Innovative Project in Cavaillon-Lauris

It’s not every day that Denis Robin, director of the PACA Regional Health Agency (ARS), goes to Vaucluse. On Wednesday March 20, he nevertheless made the trip to Cavaillon, and he explained why: “ In my role, I sometimes have the fear that the EHPAD is not a priority for certain hospital directors. In any case, I can affirm that this is not the case in Cavaillon-Lauris.”

We will have understood, if Denis Robin was present this Wednesday at the foot of Saint-Jacques hill, it is precisely because the intercommunal hospital has launched a vast EHPAD project which will not only carry out the missions classics of reception and accommodation for the elderly. An EHPAD which will also aim to be a link between its public and the life of the municipality. In short, it will ensure that its residents remain, above all, inhabitants of Cavaillon.

An EHPAD integrated into the neighborhood

Moreover, an unusual situation for an establishment of this type: it will be built on the outskirts of the Cavaillon town center, directly opposite the hospital with a breathtaking view of the Saint-Jacques hill. Thomas Wallon from Avantpropos Architectes, project manager of this project launched last September, was also present at this meeting which he would not have missed for anything in the world, regarding the ceremony of laying the first stone.

« It is an architecture that will integrate into the environment of this district where there are many remarkable buildings. There will be terraces and plenty of outdoor spaces to be in contact with the city. The treatment of the bays with their frames was designed with reference to Provençal architecture. The roofs were also designed to integrate perfectly with the surrounding roofs.” Thomas Wallon

107 single rooms

The EHPAD, with a total surface area of ​​5,800 m², will offer 107 beds spread over three levels, only in single rooms and all with bathroom. Some of these rooms will be connected, to allow spouses who are housed together not to be separated. On each of these levels, there will also be a space dedicated to catering and another to care.

As for the ground floor, it will really be the interface with the city, since there will be a medical center open to everyone and for all ages., a fragility screening center, training rooms, a medico-social sector with a center dedicated to entertainment and social life, as well as a day center. But, above all, it will also house a Territorial Resource Center (CRT) which will offer a function of support, coordination, expertise and support in connection with all gerontological actors in health, medico-social and residence. A car park with 68 spaces will complete the package.

A €20.6 million project

For all this and for the equipment, it will be necessary to pay €20.6 million. The financiers therefore had to come together to raise such a sum: the Cavaillon Lauris hospital center (€9.2 million), the ARS PACA (€7.5 million), the Vaucluse Departmental Council (€1 million) and the City of Cavaillon (€1 million) which also offered 4,500 m² of land.

It was precisely the mayor of Cavaillon, Gérard Daudet, who launched the presentation of this facility which should be opened in March 2026 (with site completion in November 2025). And he did not fail to insist on the fact that we had to prepare now for a significant aging of the population.

« By 2030, the number of 75/85 year olds will have increased by +50% compared to 2020. And even if nine out of 10 French people want to age at home, some, who are too dependent, will have to be accommodated in establishments like this. » Gérard Daudet

This is why Gérard Daudet wanted his city to fully participate in this project. Just as Dominique Santoni insisted that the Departmental Council which she chairs do the same, even if she reiterated it, its vocation is not to participate in the financing of such establishments, but to help with their autonomy. The fact remains that the originality of this EHPAD, open to the city and whose CRT will offer work to delay or even avoid accommodation in an establishment, well deserved this.
