Electric scooters, gyroroues (electric wheel on which you stand) or even electrically assisted bicycles: vehicles allowing softer mobility are more and more numerous on the roads, and their success is accompanied, logically, by a increase in the number of accidents involving them. These personal transport devices (EDP) can, in fact, go relatively fast, up to 25 km/h, and cause damage to pedestrians, or to their user.
However, some users are not insured and are unaware, moreover, that insurance is compulsory. “Motorized EDPs that go from 6 to 25 km/h, such as scooters and unicycles, must be insured at least in civil liability to protect third parties”recalls Quentin Ginet, Managing Director of Antinéa Courtage.
The Victims Guarantee Fund, which ultimately compensates uninsured people, has received 824 claims since 2018 from victims of traffic accidents caused by EDPs. Nearly half of these show bodily harm and the electric scooter is involved in 96% of cases. “Given the dangers of these EDPs, it would be preferable for affinity insurance to be mandatory when purchasing”recommends Patrick Raffort, president of the Federation of affinity guarantees and insurance, preaching for his parish.

But since accidents are sometimes serious, insurance premiums can be relatively high and seem disproportionate to the price of the devices. A simple civil liability costs between 3.30 euros and 5 euros per month at Luko, MAAF Assurances, L’Olivier Assurance and Allianz, but to be covered yourself in the event of bodily injury, but also breakage or theft, it is it takes a total of between 20 and 30 euros per month – for devices that sometimes cost less than 500 euros.
Public liability
What regarding bicycles? Their use is intensifying, the number of bicycle trips has increased by 26% between 2017 and 2021, according to the association Cycling & territories, which maintains an observatory. And accidents can be serious: 245 cyclists lost their lives in 2022, a 31% increase compared to 2019, according to theNational Interministerial Road Safety Observatory.
While it is possible to ride a conventional or electrically assisted bicycle with a maximum speed of 25 km/h without special insurance, it is preferable to take out civil liability insurance to cover damage caused to third parties. This insurance is often included in multi-risk home insurance and covers all occupants of the same household. But if the cyclist intends to cover himself for bodily injury concerning him, occurring during an accident for which he is responsible or alone in question (a fall, for example), he must take out “accidents of life” insurance.
