INSS plans to increase coverage of Mandatory Social Protection to more than two million policyholders by 2027 – news

The Minister of Public Administration, Labor and Social Security, Teresa Dias, announced, in Luanda, that, for the five-year period 2023-2027, the National Social Security Institute (INSS) defined, as a priority, increasing the coverage of Mandatory Social Protection (PSO), with the registration of two million 200 thousand new policyholders and 50 thousand new taxpayers.

Speaking at the end-of-year greetings ceremony, the minister made it known that, this year, the INSS’s global numbers are set at 237 thousand and 577 contributors and two million, 733 thousand and 577 insured people.

According to Teresa Dias, until November this year, the sector registered 208 thousand 306 registrations of new policyholders, 160 thousand 172 pensioners, who received two million 268 thousand and 54 social benefits, as well as 17 thousand 377 taxpayers, with an annual coverage rate of 47.3% and 173.8%, respectively.

Regarding the total expenditure on social benefits, he said that 315.7 billion kwanzas were channeled, of which Kz 281.7 billion were spent on pensions and more than 6.60 billion on subsidies.

He also mentioned that the INSS collected, in four months, more than 17.47 billion kwanzas, as part of the coercive social security collection process underway in the country.

He explained that 3,977 companies were notified, whose global debt is set at 47.41 billion kwanzas.

According to Teresa Dias, this is the beginning of the Coercive Collection process of Social Security debts under Presidential Legislative Decree No. 2/19, of March 11, which establishes the Legal Regime for Regularization and Collection of Debts of Contributors and Beneficiaries to the Management Entity of Mandatory Social Protection

One thousand and 657 cases of work accidents recorded

On the other hand, in the field of the General Labor Inspectorate (IGT), he mentioned that in 2023, 8 thousand 42 inspection visits were carried out, covering a universe of 215 958 workers.

During the same period, 1,657 cases of work accidents were recorded, including 1,402 minor, 214 serious and 41 fatal.

31 thousand 606 infringements of labor legislation were also detected.

The IGT acknowledged the receipt of 5,818 requests for mediation of labor disputes, with 2,418 mediations carried out, 1,623 cases resolved, 131 of which were in favor of employers and 1,492 for the benefit of workers.

These mediations, according to the person responsible, resulted in the payment of compensation worth more than kz 407 million 12 thousand kwanzas.

In terms of employability, he clarified, the sector trained 71 thousand 519 citizens in the 1,801 training units of the National Vocational Training System, of which 161 units are supervised by INEFOP.

Likewise, he continued, 18 thousand 299 citizens are still undergoing training, in short courses, in the Advance, Capacitate, Female Empowerment and Technical and Technological Inclusion (PEFITT) sub-programs.

With the participation of the private sector, he said, there was an increase in the training capacity of the National Professional Training System from 1439 Units, in 2022, to 1801, in 2023, corresponding to an increase of 362 units, equivalent to a growth of 20 %.
