Inside the Walloon Government: TikTok Minister and Youth Engagement

The Walloon government is underway at the Élysette. Arnaud has already filmed the ministers upon their arrival. Céline Tellier had brought wafers for everyone. The young man already knows that he will remember the sequence during the editing.

Around 10 a.m., he made a quick foray into the “walgov” room. Ministers are immersed in a 160-point agenda. Arnaud turns around the large table with his camera. Once. Twice. It is a sober and silent ballet.

If the Walloon Minister-President Elio Di Rupo is a hit with his videos on the social network for young people, TikTok, it is thanks to him: Arnaud Brian, 26 years old.

TikTok, the images are on the move

In February 2020, a first video hit the mark. Di Rupo dances at the Binche carnival. It bites: 150,000 views. “It needed the right time to bring it to TikTok. Afterwards, there were lots of criticisms,” recalls Arnaud. But it was gone, like a TGV.

Company visit, meeting with an ambassador, inauguration, etc. “When I’m in the field with him, within the hour, there’s a story.”

Besides, he is doing it. The morning images will be edited in less than a quarter of an hour on his smartphone. His colleague Anaïs Mangon writes the text. A first version is ready for Instagram. We will rework it for TikTok. “There, it has to move every 2 or 3 seconds.” So Arnaud zooms in, speeds up, cuts his shots like Edward Scissorhands. It puts punch in a static scene.

“You also have to find the right music: the more popular the sound, the more likely you are to get views”, explains Arnaud. A matter of algorithms.

Booba on the bus at 1 euro per month

He had chosen the credits of Stranger Things for the trend that broke the ceiling on Di Rupo’s account: the one where we see the Minister-President put a mobile phone on his arm. “The antivax made believe that the vaccine once morest the Covid “magnetized” the skin. It demonstrates that this is false. ” The short sequence has 1.3 million views. “Since then, young people have been calling out to him in the street: ‘He’s the one who put the phone on his arm’. He is also called the ‘TikTok minister'”.

For the video in which he explains that the buses will be 1 euro per month for 18-24 year olds (400,000 views), the musical phrase was Booba. “Without the insults”, specifies Arnaud.

And then, a big rap from Naza for the sequence dedicated to World Health Day: the Minister-President raises iron at Basic Fit. “9 kilos, anyway…” notes Arnaud, as if to himself. The images have been viewed 800,000 times on Instagram. Heavy too.

“Drare” Helium

“In 15 seconds, we can’t explain how a hydrogen car works. But we can hit the nail on the head on serious subjects. He doesn’t just dance,” sums up Arnaud. He takes the example of the vaccine which would magnetize small spoons and mobile phones. “It seems stupid to show that it’s false. But young people don’t have a contradictory version. They don’t watch the news which debunks fake news. We can also dismantle homophobic messages or videos of extreme right.” They abound on the net. Chilling.

A little before noon, Arnaud joins Elio Di Rupo in his office. He sets up the tripod for his small camera. And gives the Prime a list of questions from Internet users. A bit of everything: training allowances, NATO, artificial intelligence, “politicians out!”… Arnaud doesn’t try to spare the boss. Who is used to. Elio reads LilyJuliette’s and Tanguy’s questions aloud, he struggles a bit with a laborious nickname. Facing the camera, he answers without a note. Nothing surprises him. He says “tu” when we call him “tu”, he answers “drare” when we call him “drare” (brother, in “street” language).

Why did he recruit Arnaud? “We cannot replace experience. But we need new blood, energy…” The Minister-President looks at everything that is published in his name on the networks. “Everything! But I rarely object.” He has a half-smile: “Well, the music that goes with it is… I’m not judging. But young people like it.”
