Legislator Lin Yi-jin was accused of defrauding assistant fees. When relevant witnesses and other parties were summoned, the case number on the summons started with “109”. This proves that the entire case was reported to the Tainan District Prosecutor’s Office in 2020. A corruption case was opened for investigation. Lin Yijin did not fraudulently receive legislative assistant fees. Instead, she was suspected of fraudulently obtaining assistant fees through capitation assistants and return donations during her tenure as a Tainan County Councilor and as an upgraded Tainan City Council member. The illegal amount was approximately 2 million yuan, and she was involved in corruption and Forgery of documents and other crimes.

And Gu Mu, the non-party member of Tainan City. Ha Jiu, Zeng Shunliang, and nine other people including Kuomintang city councilors Hong Yufeng, Wang Jiazhen and Li Zhongcen were involved in fraudulent claims of assistant fees. They were listed as defendants by the prosecutor’s office and posted bail. They were successively convicted and deferred prosecution. Lin Yijin was a prosecutor in 2020. After the prosecutor’s office launched a search on the 21st, conspiracy theories such as factional strife spread like wildfire. Since the Tainan District Prosecutor’s Office did not conduct a search of the Tainan City Council this time, there was widespread rumors in Tainan that the box of account information obtained that year was enough to cover up the case. To convict Lin Yijin, there was no need to search the Tainan City Council.
Tainan City Councilors who have been investigated since 2020 for fraudulently collecting assistant fees are divided into two categories. First, like Gao Hongan, he did not use the assistant fees for assistants, but used them as administrative expenses and other expenses, which is a criminal offense. The first was a felony of corruption with a seven-year term of responsibility; the second was that after fraudulently receiving assistant subsidies, all of them were used for assistants, which only involved misdemeanor forgery of documents. Most of the persons involved in the above cases received deferred prosecution or received suspended sentences after pleading guilty.
Among them, Tainan City Councilor Wang Jiazhen applied for the assistant’s salary in someone else’s name to avoid having her assistant with credit card debt deducted. After pleading guilty, she was sentenced to seven months, with an optional fine and probation, but was disqualified from running for the Legislative Council.
Gu Mu’s fraud pattern is the same as that of Lin Yijin and Gao Hongan. Ha Jiu was sentenced to 2 years in prison and suspended for 5 years on the crime of corruption in December last year after pleading guilty and repaying the illegal gains for fraudulently obtaining NT$9.85 million in assistant fees for personal and service expenses; another council member Hong Yufeng was sentenced to NT$1,134 for fraudulently The assistant fees of more than 10,000 yuan were not used by the assistants but for official duties such as electorate services.
