In a presentation before the Public Finance Control Committee in the House of Representatives on the INPPLC report for the year 2022, Rachdi noted that achieving the expected development objectives requires “ a change of approach so as to ensure effective institutional complementarity through the convergence and articulation of the roles and responsibilities of the authorities, bodies and institutions concerned« .
Evoking the mission and historical responsibility of the INPPLC within the framework of the national anti-corruption strategy, Rachdi pleaded for the strengthening of the role of the body as a force of proposal and orientation, in addition to the development of mechanisms and institutional frameworks ensuring positive and practical interaction with its recommendations.
He further indicated that “ this annual report reinforces its strategy through the development of the diagnosis and the careful and objective evaluation of the policies followed, the deepening of the examination and analysis of priority projects, and the development of orientations and recommendations as part of a global, harmonious and ambitious vision« .
In order to identify the various aspects of the scourge of corruption, the INPPLC, he continued, “ focuses the efforts of the observatory created within the body under the law, on the continuous development of diagnostic mechanisms, field research and analysis in order to strengthen precise and objective knowledge of the different aspects of this phenomenon with a view to achieving appropriate policies and procedures, the aim being to prevent and fight once morest corruption but also to propose alternatives within the framework of the orientation and coordination missions incumbent upon it under the Constitution« .
For their part, several parliamentary deputies stressed that Morocco has made great progress in the field of legislation relating to the prevention and fight once morest corruption, emphasizing the need to raise awareness among younger generations on the means to fight once morest corrupt acts and practices.
After welcoming the content, data and methodology pursued for the production of the INPPLC annual report, the parliamentarians noted that Law No. 46-19 relating to this body broadened its prerogatives so as to strengthen its role in particular through a set of proactive measures such as training and awareness as well as the possibility of receiving complaints and notifications.
The INPPLC annual report for the year 2022 includes five areas relating to the diagnosis of the corruption situation, monitoring of execution, coordination and evaluation of strategies and public policies, institutional governance of ‘Instance, the functional activities of the Authority and the strengthening of its capacities and the recommendations and proposals of the Authority for better responsiveness within the framework of institutional convergence and complementarity.
