Asuncion, IP Agency.- The Ministry of Labour, Employment and Social Security reports that promoting quality youth employment requires a package of measures, the active involvement of young people and the connection with social security. All of this was identified during the discussion on “Youth, Employment and Social Security”.
It was organized by the MTESS and the International Labor Organization (ILO), at the Institute of the Central Bank of Paraguay, where the keynote speaker was the director of the Department of Employment Policies of the ILO, Sangheon Lee.
The Minister of Labor, Mónica Recalde, stated that Employment and Social Security must go hand in hand; in addition to indicating that when one enters the labor market for the first time, the focus is often on salaries, but not on protection, she warned.
The ILO Director of Employment presented a package of measures to promote the development of the youth labour market in the country. He stressed that these measures should lead to a prosperous labour market for young people, pointing the way to the development of the skills that are in demand and equal access to social security.
He stressed that a prosperous labour market must be achieved by taking advantage of macroeconomic, fiscal and sectoral policies to create employment for young people, especially in emerging sectors.
He pointed out that this requires defining a path that allows for having trained young people with the skills required by the current labour market. Specifically, he suggested promoting the transition from study to work through apprenticeship programmes, employment services and support for young entrepreneurs.
The package must also include a joint commitment to equality, the ILO Employment Director added, explaining that this involves ensuring that young workers have access to social protection, job security, psychosocial support and the opportunity to exercise their labour rights.
Youth employment recovery after the pandemic
Lee previously presented the global portrait of youth employment. According to the data, youth employment has recovered after the pandemic, although concerns remain about the high rate of young people who are neither in education nor employment (NEETs).
In 2023, the global rate of young NEETs was 20.4%. The rate for young women is twice that of young men, and in numbers, 2 out of 3 young people who neither study nor work are women.
Young people also struggle with low-quality, low-paid jobs, while 2 in 3 young people fear losing their jobs. These figures underline the need to address these challenges in collaboration with all sectors.
Some 250 young people participated in the discussion, as well as national authorities, including the Minister of Youth, Salma Agüero; the Vice Minister of Labor, César Segovia; the Vice Minister of Employment, Verónica López; the director of the SNPP, José Cogliolo; the technical secretary of Sinafocal, Alfredo Mongelós; directors of the Ministry of Labor; academic authorities; and representatives of the ILO in Paraguay.
