The amending finance law (LFR) for 2022 makes it possible to boost purchasing power and finance measures. In particular, it provides for exceptional solidarity aid (AES) known as the “back-to-school bonus” intended for low-income families.

It is aimed at recipients of social minima such as the Active Solidarity Income (RSA), the Disabled Adults Allowance (AAH) or the Solidarity Allowance for the Elderly (ASPA), recipients of housing assistance (APL, ALF, ALS) but also to people receiving the activity bonus.

The objective of the inflation bonus is to combat the effects of inflation on the purchasing power of households with the lowest incomes.

In short, all “those who suffer the most from the increase in food, fuel or even energy prices. », are in the crosshairs of this one-time government aid. This was indicated by Bruno Le Maire, Minister of the Economy, at the microphone of RTL on August 4, 2022.
Retirees will be able to benefit from the 2022 inflation bonus, provided that they receive the minimum old age (ASPA). Let’s also not forget that, on July 1, retroactively, the basic retirement pension will be increased by 4%.
How much and when?
This exceptional back-to-school aid will be paid on September 15, 2022. All the practical terms, including the date and terms of payment, will be confirmed and specified in a decree to be published.
This emergency measure for purchasing power, its amount is 100 euros per household, to which are added an additional 50 euros per dependent child.
Each eligible person will therefore receive a bonus of 100 euros. This payment is made by the Caisse d’Allocations Familiales (CAF), the Mutualité Sociale Agricole (MSA) or any other organization in charge of paying the usual allowances.
How to get the inflation bonus?
If you are eligible, the payment will be made automatically by the organization whose your social minima depend. No action on your part is necessary. For example, if you receive the RSA or the APL, the payment will be made by your Caisse d’Allocations Familiales. If you are a job seeker, Pôle Emploi will pay you the bonus.
What is the difference between the back-to-school allowance and the inflation bonus?
The government is alerting the most modest French people to the fact that the inflation bonus should not be confused with the Back to School Allowance (ARS). You can, of course, receive the exceptional back-to-school bonus even if you receive the ARS.
The Back to School Allowance has existed since 1974. Having been subject a revaluation of 1.8% in April 2022, then 4% under the law on purchasing powerthe Back to School Allowance is always paid in August. This year the payment is made in two stages: on August 16 and then a few days later for the amount corresponding to the 4% revaluation. It will therefore be a supplement of between €15 and €16.50, depending on the number of children in the household.
The government grants ARS on a means-tested basis to families with one or more school-going children aged 6 to 18. She is there to help them with back-to-school expenses. Here are the amounts by age:
- 376.98 euros for a child aged 6 to 10, then 15.07 euros in September.
- 397.78 euros for a child aged 11 to 14, then 15.91 euros in September.
- 411.56 euros for a child aged 15 to 18, then 16.46 euros in September.
Conditions
Eligibility for the ARS imposes certain conditions. Nearly 3 million families benefit from it. To have access to it, the family’s resources must not exceed a certain ceiling fixed according to the number of dependent children. It is the income of year N minus 2 that is taken into account, therefore the year 2020 for the ARS 2022.
It is there for households whose resources do not exceed the ceiling of 25,270 euros of reference tax income for a dependent child. Then, up to 42,935 euros for four children (reference tax income 2020).
The allowance is paid directly by the Caisses d’Allocations Familiales (CAF) or the Mutualité sociale agricole (MSA).
As for the inflation premium, she was voted this year in response to inflation. The measure was also passed in the context of the debates in parliament on the law on emergency measures for the protection of purchasing power. The premium concerns only the most modest households, whether they have children or not.
