The leadership structure of the Unidad Nacional de la Esperanza (UNE) party in the Congress of the Republic underwent a rearrangement for the second period of legislative work, so that deputy Inés Castillo will no longer be the head of the bloc and will be replaced by parliamentarian Adim Maldonado; in addition, there were five expulsions, parliamentary sources reported on Monday, July 8.
On July 5, the UNE faction notified the Permanent Commission of the Congress of the Republic of its decision to replace Castillo as the leader of the bloc, and appointed Maldonado in his place.
In addition, the document establishes that Congressman César Fión will be the new deputy leader of the block.
According to a publication by La Red, this internal decision is a move that seeks to strengthen the party’s cohesion and strategy in the face of upcoming legislative and political challenges.
He added that the UNE, as one of the main actors in the Congress of the Republic, stresses that these changes respond to the need to align the leadership of the party with the objectives and priorities defined for the current legislative period.
“The appointment of the head of the caucus is the responsibility of the caucus deputies, the party members, the party affiliates, and in this case they made the decision to make the change and I will respect their political will. Now, I really don’t want to imagine what I’m thinking regarding the motivations for making the change, because I carried out a very strong oversight crusade once morest public works, once morest the port and some interests of the mafias in power and that reached such an extreme,” said Castillo.
He added that the decision was made while he was traveling and said he will not question the decision.
Regarding this decision, Sandra Torres, UNE’s general secretary, said on her X account: “The law is the law and the expelled person, declared independent by the CC, cannot be the head of the bench.”
Driven out
In addition, the UNE published a statement announcing the expulsion of five deputies, whom it declared independent.
According to the document, “in an extraordinary session, it was decided, by majority and unanimity, to remove the following deputies from the Unidad Nacional de la Esperanza (UNE). Therefore, they cannot be part of the Legislative Block because they are no longer affiliated with our organization.”

He added: “Consequently, according to article 50 of the Organic Law of the Congress of the Republic, these deputies acquire the status of INDEPENDENT, therefore, the signature of the aforementioned deputies is not valid for any decision of the bench, this includes the change of leadership.”
He added that this decision was “timely” communicated to the Permanent Commission of the Congress of the Republic so that it can be noted and take effect according to the legal procedure.
