The National Institute of Aquatic Spaces (INEA) announced on Friday, July 26, restrictions on maritime traffic in Venezuela due to the presidential elections on July 28.
The agency detailed through X (formerly Twitter) that the measure comes into effect from Friday, July 26 at 6:00 p.m. until Monday, July 29 at 6:00 a.m.
The measure also limits the departure of sports and recreational vessels from Venezuelan territory, although commercial vessels with an established itinerary are exempt from this restriction.
According to INEA, this measure is in accordance with Joint Resolution No. 056210 and No. 072 of the Ministries of Defense and Interior and Justice, respectively, in the context of the 2024 Presidential Elections Republic Plan.
Other measures contemplated within the Republic Plan
In addition to restrictions on maritime traffic, the Bolivarian National Armed Forces (FANB) closed the border crossing between Colombia and Venezuela on Friday, July 26, ahead of the presidential elections on Sunday, July 28, 2024.
Venezuelan authorities provided contradictory information about border control in the days leading up to the election. The closure therefore took by surprise those who were planning to cross into Venezuela to vote on July 28.
On Thursday, July 25, a joint resolution was issued by both countries stating that the closure would begin at 12:01 a.m. on Friday, July 26. However, hours later, the head of the Comprehensive Defense Operational Zone (ZODI) in Táchira, Jesús Martínez, reported that the border would remain openbut with strict migration and security controls.
Several Colombian media outlets and journalists captured videos and photographs of border crossings on the morning of July 26, confirming that they were closed at dawn.
Details of the Republic Plan
Vladimir Padrino López, Minister of Defense, activated the Republic Plan 2024 since Wednesday, July 24. The deployment of military personnel is intended to ensure security during the presidential elections.
In addition to the deployment of security officials, the Plan República includes a series of restrictions such as limiting the carrying of weapons.
Likewise, Article 3 of the Joint Resolution indicates that the sale and distribution of alcoholic beverages throughout the national territory will be suspended from 12:01 a.m. on Friday, July 26 until 11:59 p.m. on Monday, July 29, 2024. Article 130 of the Organic Law of Electoral Processes supports this decree.
Another restriction is that from July 26 to 29, public demonstrations, gatherings of people and any other similar act that may disrupt or affect the electoral process are prohibited.
The movement and transport of heavy machinery is also prohibited throughout the national territory, such as: bulldozers, backhoes, tractors, wrecking balls, motor scrapers, excavators, draglines, skid steers, front loaders, trenchers, hydromills, mechanical hammers, pallets, concrete mixers, concrete, rock trucks, dump trucks, bulldozers, crowbars, dredgers, among others.
