Indonesia is set to introduce an excise tax on sugary packaged beverages in July 2025. This move, announced by the countryS Finance Ministry, aims to reduce excessive sugar consumption and tackle growing health concerns.

“We aim to collect 3.08 trillion IDR (US$190.3 million) in excise tax revenue from sugary drinks in 2025,” said Nirwala dwi Heryanto, spokesperson for the Directorate General of Customs and Excise. This target marks a notable drop from the 4.3 trillion IDR goal in 2024.

The government plans to establish regulations defining the tax’s scope and thresholds. Beverages with sugar content below a certain level will be exempt. The tax will cover factory-produced sugary drinks and those sold in stores, including beverages from cafes and bubble tea shops.

This policy targets excessive sugar consumption, a major contributor to rising diabetes cases. A 2023 Indonesian Health survey by the Ministry of Health found that 11.7% of Indonesia’s population, over 270 million people, suffer from diabetes. experts link this increase to sedentary lifestyles and unhealthy diets, especially the growing preference for sugary drinks.

Data from the center for Indonesia’s Strategic Advancement Initiatives (CISDI) shows that annual sugary drink consumption in Indonesia surged 15-fold over two decades, from 51 million liters in 1996 to 780 million liters in 2014. This rapid growth has positioned Indonesia as the third-largest consumer of sugary drinks in Southeast Asia.

The excise tax on sugary drinks, initially proposed in 2009 by the Ministry of Finance, has faced repeated delays due to business opposition. Companies are concerned about inflation and potential harm to the industry.

What are the potential economic impacts of Indonesia’s new excise tax on sugary beverages?

Interview with Dr.Rina Meilani, Public Health Expert, on Indonesia’s New Excise Tax on Sugary beverages

By Archyde’s Editorial Team | January 15, 2025 | 05:00 pm PT

Archyde: Dr. Meilani, thank you for joining us today. Indonesia is set to introduce an excise tax on sugary packaged beverages in July 2025. As a public health expert, what’s your take on this policy?

Dr. meilani: Thank you for having me. This is a significant step forward for public health in Indonesia. Excessive sugar consumption has been a growing concern, contributing to the rise in diabetes and other non-communicable diseases. The excise tax is a proactive measure to curb this trend and promote healthier lifestyles.

Archyde: The government expects to collect 3.08 trillion IDR ($190.3 million) in excise tax revenue in 2025. How do you think these funds should be allocated to maximize their impact on public health?

Dr. Meilani: That’s an excellent question. Ideally, the revenue should be reinvested into public health initiatives—funding awareness campaigns about the dangers of excessive sugar consumption, subsidies for healthier food options, and expanding access to diabetes prevention and treatment programs. Additionally, part of the funds could support research on the impact of this policy, ensuring it’s evidence-based and effective in the long term.

Archyde: The tax will exempt beverages with sugar content below a certain threshold. Do you think this approach is sufficient to address the health concerns related to sugary drinks?

Dr. Meilani: Exempting low-sugar beverages is a pragmatic approach, as it incentivizes manufacturers to reduce sugar content in their products. However,it’s crucial to ensure the threshold is set at a level that genuinely benefits public health. The government must also monitor compliance and prevent loopholes, such as replacing sugar with equally harmful artificial sweeteners.

Archyde: A 2023 Indonesian Health survey revealed that 11.7% of the population suffers from diabetes, with sugary drinks being a major contributor. How do you see this tax impacting diabetes rates in the coming years?

Dr. meilani: While the tax alone won’t eradicate diabetes, it’s a strong deterrent. Studies from other countries show that taxing sugary beverages can lead to reduced consumption, especially among lower-income groups who are disproportionately affected by diabetes. Over time, this could translate into lower diabetes rates, but it must be part of a broader strategy that includes education, healthier food environments, and physical activity promotion.

Archyde: The policy has faced opposition from businesses concerned about inflation and harm to the industry. How would you address these concerns?

Dr. Meilani: It’s understandable that businesses are worried, but public health must take priority. The government can mitigate these concerns by providing a transition period for companies to reformulate their products or diversify their offerings. Additionally, they could explore subsidies or incentives for businesses that invest in healthier alternatives. It’s about finding a balance between protecting public health and supporting economic growth.

Archyde: Indonesia’s annual sugary drink consumption has surged 15-fold over two decades, making it the third-largest consumer in Southeast Asia. What long-term strategies would you recommend to address this issue beyond the excise tax?

Dr. Meilani: The excise tax is a great start, but it’s not a standalone solution. We need comprehensive strategies, such as stricter advertising regulations for sugary drinks, particularly targeting children. Schools and workplaces should promote water and healthier beverage options. Additionally, public awareness campaigns can help people understand the risks of excessive sugar consumption and encourage behavioral change. It’s about creating an environment that supports healthier choices.

Archyde: what message would you like to share with the Indonesian public about this new policy?

Dr. Meilani: The excise tax is not just a financial measure—it’s a health intervention. By reducing sugary drink consumption, we can prevent countless cases of diabetes, obesity, and other health issues. I urge everyone to embrace this change and make healthier beverage choices for themselves and their families. Together, we can build a healthier Indonesia.

Archyde: Thank you, dr. Meilani, for your insights. We look forward to seeing the positive impact of this policy on public health in Indonesia.

Dr. Meilani: Thank you. It’s a collective effort, and I’m optimistic about the future.
