This will be the basis for ministries, branches and localities to determine social housing development goals each year and each period; from there, pay attention and dedicate enough resources to promote the development of social housing for workers and low-income people in the coming period; contributing to promoting and opening the real estate market to develop safely, healthily and sustainably.

VNA reporter had an exchange with Minister of Construction Nguyen Thanh Nghi regarding this content.

– After many years of “out-of-phase”, housing supply has not been resolved when social housing is still far short of demand. The Prime Minister assigned the Ministry of Construction to assume the prime responsibility for, and develop an investment project, to build at least 1 million social housing apartments for workers and low-income people in the period from now to 2030. Minister, how will this project be implemented to achieve efficiency and create positive changes?

Minister Nguyen Thanh Nghi: Implementing the economic recovery program according to the Resolutions of the National Assembly and the Government, from the beginning of 2022 until now, the whole country has started construction of 34,000 apartments for social housing and housing for industrial park workers. . Accumulated up to now, the whole country has completed 301 projects of social housing in urban areas and housing for workers in industrial zones with a total area of ​​more than 7.8 million m2.

Currently, the whole country is continuing to implement 401 projects with a total area of ​​regarding 22.7 million m2. The number of completed social housing has helped hundreds of thousands of low-income households and industrial park workers to improve and have stable housing.

However, this result has not yet met the set demand, so far the total completed social housing area has only reached 7.8 million m2/12.5 million m2 (62%) as required by 2020. Besides, the process of implementing policies on social housing development still has some difficulties and obstacles in terms of mechanisms and capital sources.

These contents were also pointed out at the national conference on promoting the development of social housing for workers and low-income people in August 2022. Also at this conference, the Prime Minister assigned the Ministry of Construction to preside over the development of an investment project to build at least 1 million social housing apartments for low-income people and industrial park workers in the period 2021- 2030.

Deploying the tasks assigned by the Prime Minister, the Ministry of Construction has compiled reports, researched programs and plans for housing development of localities and opinions of ministries and branches to complete the Scheme and up to now. submitted to the Prime Minister according to the required schedule. In the scheme, the Ministry of Construction has proposed solutions on land fund, capital sources and perfecting institutions and laws to remove difficulties and promote the development of social housing for low-income people, workers. industry in the near future.

On the basis of determining the need for social housing for low-income people and industrial park workers of the localities, the Ministry of Construction has proposed specific targets for each locality by 2030 to complete regarding 1 year. ,4 million apartments; in which, in the period of 2021-2025, regarding 550,000 apartments will be completed, and regarding 850,000 houses will be completed in the period 2025-2030.

At the same time, identifying the responsibilities of localities that need specific mechanisms and solutions, shortening administrative procedures for project formulation and approval, land allocation, land lease, site clearance, investment procedures. construction … to support, encourage and attract businesses, especially large and reputable enterprises in the field of real estate to participate and deploy investment in construction of social housing projects, public housing artificial supply for the market.

The project, following being approved by the Prime Minister, will be an important orientation and basis for ministries, sectors and localities to focus on implementing to ensure the achievement of the proposed social housing development goals. go out. Minister Nguyen Thanh Nghi: In 2022, the real estate market is under control, growing in the first months of the year but tends to decrease and quiet down in the second half of the year due to many difficulties. The quiet real estate market is leading to the stagnation of many other markets.

In this context, the Prime Minister gave many close instructions and decided to set up a Working Group (interdisciplinary) of the Prime Minister to carry out the task of reviewing, urging and guiding to remove difficulties and obstacles. in implementing real estate projects for localities and businesses to reopen the market, ensuring the stable and healthy development of the real estate market.

The working group consists of leaders of the Ministries of Construction, State Bank, Public Security, Finance, Natural Resources and Environment, Planning and Investment, Government Office with the task of guiding and proposing solutions in advance. long-term, long-term legal regulations, law enforcement guidelines, processes and procedures for ministries, branches and localities to jointly handle difficulties and problems of real estate projects, remove difficulties and ensure safe and healthy real estate market as directed by the Prime Minister.

However, on the side of real estate businesses, it is also necessary to actively and actively participate in implementing solutions to handle internal difficulties such as restructuring enterprises, arranging projects, products, etc. selling price… to meet the demand and match the actual market.

After its establishment, the Working Group immediately worked with the People’s Committees of the provinces and centrally-run cities and enterprises in the field of real estate; At the same time, working and exchanging with experts in the fields of finance and real estate, representatives of Vietnam Real Estate Association, Ho Chi Minh City Real Estate Association, Vietnam Construction Contractors Association, etc. Nam to identify, assess the situation and determine solutions to remove difficulties for the market.

On that basis, coordinate with localities to classify difficulties and problems, determine competence to solve each group of problems. With problems falling under the authority of ministries and branches, the Working Group classified groups of fields according to the functions and tasks of each ministry to assign specific instructions and solutions.

In matters falling within the competence of the Government, the Prime Minister shall coordinate with the ministries, branches and localities to carefully evaluate and propose the Government and the Prime Minister to consider and remove them. Regarding problems falling under local authority, the Working Group reviews, classifies and filters contents, urges and guides localities to solve, handle and remove difficulties and problems for the project and for enterprises. .

The working group has summarized and reviewed to propose amendments and supplements to relevant legal documents such as Law on Land, Law on Housing, Law on Real Estate Business, Law on Bidding, Law on Investment … and related manual system.

Currently, the Ministry of Construction and the Ministry of Natural Resources and Environment have submitted to the Government a Decree amending the Decrees related to the state management function of the Ministry of Construction; The Decree amends the Decrees guiding the implementation of the Land Law and promulgates a number of relevant Circulars according to its competence.

In the coming time, the Working Group will continue to urgently work with localities having problems with real estate projects to urge and guide the removal of difficulties in law enforcement; continue to work with businesses to fully grasp the difficulties and obstacles, propose and recommend solutions to remove and promote the real estate market to operate stably and healthily.

– In 2023, it is forecasted that there will still be many unpredictable fluctuations, affecting the economy. Could you please tell me, what orientations and solutions does the Ministry of Construction have to help stabilize the real estate market in 2023 and the following years?

Minister Nguyen Thanh Nghi: In 2023 and the coming years, the construction industry will continue to focus on 3 key breakthroughs identified for the 2021-2026 term of the construction industry.

It is perfecting the legal institution on construction to strengthen state management, and at the same time creating a favorable and open environment for people and businesses, strongly decentralizing the locality to remove bottlenecks. , hindering the development of the industry and the operation of enterprises.

Housing development management and real estate market continue to be promoted, especially social housing, houses for low- and middle-income people. Along with that, the implementation of renovating and rebuilding old apartments, strengthening management to ensure stable and sustainable development of the real estate market… will also be focused.

The Ministry of Construction will focus on amending Housing Law and Real Estate Business Law and develop implementation plans, urge relevant ministries, sectors and localities to focus on effective implementation National housing development strategy by 2030 approved by the Government.
