GUELMA – The Minister of Environment and Renewable Energies Fazia Dahleb said Saturday from Guelma that her department is preparing to develop “incentives” to stimulate investment in waste recycling.

During an inspection at the Technical Landfill Center (CET) in Bouguerguer, in the town of Heliopolis, as part of a working visit to the wilaya, Mrs. Dahleb indicated that the development of these incentive means will be carried out in coordination with local authorities and other ministerial departments concerned.

Ella added that the ministry is also working to create the necessary legal frameworks for this, and to have certain legal texts amended, including the 2001 law on waste management.

Ms. Dahleb stressed that these incentives are part of the strategy of the Ministry of the Environment, which is moving towards the use of the “circular economy” (sharing, reuse, renovation and recycling of existing products and materials , editor’s note) and the modernization of waste management by paving the way for young people, emerging companies and anyone who would like to invest in this field.

After having listened to detailed explanations on the operation of the CET of Bouguerguer, the only equipment of its kind in the wilaya which treats the waste of 13 municipalities out of the 34 local authorities, at a rate of 220 tons/day, the Minister of the Environment and Renewable Energies called on CET officials to work to attract as many investors as possible by creating a local market for recycled materials.

The Minister also indicated that the CETs must be “more integrated into the policy of the circular economy” that her department is working to generalize across the country. She felt, in this regard, that it was “unreasonable” to bury materials that can be recovered and waste to create significant wealth and resources important for the national economy.

Ms. Dahleb also listened to another presentation on the project to build a new technical landfill in the Houari-Boumediene commune. Equipment to receive household waste from municipalities in the west of the wilaya.

She also called for the elimination of uncontrolled dumps, reiterating the need to use these centers to receive organic waste “in exchange for the recovery and recycling of other recoverable waste to rationalize the operation of these CETs whose realization requires large sums and large pockets of land”.

At the headquarters of the wilaya, the minister presided over a ceremony for the distribution of 10 dump trucks to collect waste from several municipalities.

The Minister emphasized, in a statement to the media, the circular economy project, which she considers “the only alternative, at present, for efficient management of waste by transforming it into wealth at the economic plan”.

Fazia Dahleb’s inspection visit to the wilaya of Guelma gave rise to a visit to the natural reserve of the Beni-Salah forest, in the commune of Bouchegouf, the project to create a recreational forest in the region of ‘Ain Sefra (Mountains of Maouna), in the commune of Ben Djerrah, in addition to the inspection of the development project of the garden of pines, in the capital of the wilaya.
