Mr. Biden at 8 p.m. local time (3:00 a.m. Lithuanian time) will deliver a speech in the Oval Office, from which presidents traditionally address the nation at critical moments of national importance.

Mr. Biden recently called key allies to reassure them that the United States would continue to support Ukraine, even though the White House has warned that if Congress blocks new funding, that flow will stop within months.
Ukrainian President Volodymyr Zelensky visited Congress in September to try to convince Republicans to continue providing aid to help his country fend off a Russian invasion.
