“For example, wastewater treatment facilities of boarding houses in Issyk-Kul. At the moment, there are 105 treatment facilities related to recreation areas. Of these, 51 wastewater treatment facilities have passed the state environmental review, and work on inventory and issuance of warnings continues,” – he said.
The analyst also said that anonymous experts are raising the issue of the efficiency of the ministry in the field of subsoil use.
“If you carefully read the figures of the act prepared publicly, which has not been done for decades, by the Department of Geology and Subsoil Use dated January 31, 2022, it turns out that by 2021 in one of the richest and most promising industries in our country – subsoil use, there was no balance on payments for subsoil use, that is, the amounts of debts of licensees were not withdrawn and there were no reconciliation acts,” the expert notes.
In addition, 7.1 thousand licenses were previously issued, and only 4.7 thousand licenses were subject to cancellation decisions, while the rest of the licenses were not surrendered or withdrawn.
In addition, almost 3,000 licensing cases are missing from the archive. Also, some of the existing ones are not properly executed, there are no inventories, acts of acceptance and transfer of cases to performers, there is no register of licensees’ reports, acts of acceptance and transfer of stock documents. Among other things, there was no Administrative Regulation for the Licensing of Subsoil Use.
