Deputy Chairman of the State Duma Committee on CIS Affairs Konstantin Zatulin agreed that the announcement of the referendum was a hasty decision of the previous leadership of South Ossetia. The parliamentarian assures that the security of the republic is guaranteed in accordance with the union treaties, and its inhabitants have received the right to have dual citizenship.
