Russian President Vladimir Putin spoke via video link with families awarded the Order of Parental Glory. The meeting was timed to the International Children’s Day. In his opening speech, the head of state announced new measures to support large families.
The President’s speech was woven from words regarding the importance of traditional values. He is pleased that there are more large cells of society in the country. The state decided to help them more seriously, and Putin announced the extension of the provision of preferential mortgages until December 31, 2023.
– And in general agreed [на Госсовете] Seriously update and expand the provisions of the Presidential Decree “On Measures for Social Support for Large Families”, including the return – I want to emphasize this especially – to return, as it was in Soviet times, the honorary title “Mother Heroine,” the head of state said.
Heroine mothers have been awarded in the USSR since August 1944 – if they gave birth and raised ten children, they were awarded an honorary title, a diploma and an order. The title was awarded when the youngest child reached one year, and the remaining nine had to be alive at the time of the award.
The awarding of the honorary title “Mother Heroine” stopped in 1991. Now Russia has decided to resume this practice. The President proposed to pay a lump sum of one million rubles to a woman who reaches the target. There is no doubt that the Government of the Russian Federation will agree on this.
– When presenting the medal of the Order of Parental Glory, we previously did not provide for a cash payment. We had a one-time payment of 100 thousand for the order, nothing for the medal. I propose to establish a one-time payment of 200 thousand rubles for the medal. When presenting the Order of Parental Glory itself, instead of 100,000 rubles, as it was before, a lump sum of 500,000 rubles will be paid,” Vladimir Putin added.
The Order of Parental Glory is awarded annually to several families from different regions of Russia who have raised seven or more children. Families that raised four children are awarded the medal of the same name. The last time the president awarded residents of the Sakhalin Region was in 2019 – then received order of the Koshkin family.
Between communication with families and the opening speech, the report of Maria Lvova-Belova, Commissioner for Children’s Rights under the President of the Russian Federation, got stuck. In her speech, she focused on orphans from the DPR and LPR, who will be able to get into Russian families under a simplified regime. In the near future, 100 children will be transferred to them, earlier on Easter 27 people have already found a new home.
“Absolutely everyone cried,” the children’s ombudsman conveys the atmosphere of the event during Easter.
The official briefly mentioned the new children’s social movement “Big change“, the creation of which yesterday supported Vladimir Putin. Then came the appeals of families from different regions of the country, but most of them are doing well, there are no problems, but a few unpleasant situations were still highlighted.
– There is a proposal from the parents of disabled children that at the federal level they consider the possibility of paying for air travel for sanatorium treatment for disabled children and their accompanying persons, regardless of any conditions. In order for each family to be able to choose how to get to the sanatorium and resort treatment, a request came from a family from Nizhnevartovsk.
A proposal came from Saransk to better equip classes for work, and from Vladikavkaz to organize violin training, because now children have to travel to another city for classes. Not everyone has this opportunity. The President noted these requests on paper. All families traditionally invited the head of state to visit their regions.
