The shortlist selection process for departmental governor has not concluded in the 22 departments of the Republic. Until now, there are 14 Departmental Development Councils (Codedes) that have defined the list of three regular candidates and three substitutes.
These have already been sent to the President of the Republic, Bernardo Arévalo, through the General Secretary of the Presidency, so that he can make a decision as of March 1. In eight departments, the representatives of civil society that make up the Codedes have not yet made a decision.
Departments like Santa Rosa, Jalapa, Zacapa, Peten, Izabal, Escuintla, Quetzaltenango y Progress, they have not yet defined the shortlists that they will send to the president. In each of these places, problems arose such as death threats or criticism of the members of their Codedes.
According to the programming of this gubernatorial election, the Codedes have from February 23 to March 1 to present the shortlists to the General Secretariat of the Presidency.
On February 12, the lists of candidates for departmental governor were published. Throughout the country, 1,546 people presented their paperwork to participate. In the following three days, citizens presented objections once morest the applicants at the Codede headquarters of each department.
Some candidates were summoned to present their defenses. The former president of the 48 Cantons, Luis Pacheco, was left out of the election. Likewise Rigoberto Juárez, indigenous leader of Huehuetenango. Both were accused of having open judicial processes.
In Petén, for example, local media reported that the 14 mayors of the department left the Codede plenary session when they learned of the objections of the gubernatorial candidates.
The president of the Association of Mayors of Petén, Juan José Paredes, assured local journalists that they were leaving because civil society prohibited them from participating in the session. They demanded transparency, seriousness and publicity in the selection of the shortlist.
Paredes, who is mayor of San Francisco Petén, asserted that the idea is not to hinder the process, but rather to make it more transparent.
