The video shows how a policeman from the CDMX places a plastic bag on the detainee’s head to suffocate and pull him, while the man is handcuffed aboard a patrol car. The element assaults the subject, whose identity and the reason for which he was detained is unknown, and asks him some questions.

The SSC of CDMX became aware of the case and ruled on the facts through a statement:
“Once the video became known, the General Directorate of Internal Affairs of this Secretariat began the investigation folder to identify the officers involved, the date and the place where the events occurred.”

The Secretariat announced that, in the event that the investigations determine that it was an act of torture by the capital’s police, the situation will lead to a criminal issue.
