The municipal government’s legislative plan in 2022 includes a total of 66 laws and regulations in 4 categories, including formal projects, preparatory projects, research projects, and post-legislative assessment projects. Among them, 33 formal projects are planned to be completed this year.
Lu Weidong said that among the 33 formal projects in the legislative plan this year, except for 4 projects to be abolished, there are 29 newly drafted or revised regulations (including 16 to be newly formulated and 13 to be revised), mainly involving four aspect.
The first is to serve the overall situation of reform and development and create a world-class business environment. In 2022, the city government plans to promote 8 related legislative projects, including 7 regulations and 1 regulation. Focusing on the construction of an international financial center, it is proposed to revise the “Regulations on Promoting the Construction of an International Financial Center” to benchmark once morest the highest and best international standards, so as to better enhance the level and internationalization of Shanghai as an international financial center. In addition, the “China International Import Expo Service Guarantee Regulations”, “Regulations on Promoting the Development of Hongqiao International Central Business District”, “Several Provisions on Arbitration in Pudong New Area” and other projects also focus on the overall situation of Shanghai’s reform and development, and strive to provide stronger legal guarantees.

In 2022, there will be a total of 9 formal legislative projects on services and guaranteeing people’s livelihood, including 6 regulations and 3 regulations. It is proposed to formulate the “Regulations on Preschool Education and Nursery Services” to accelerate the development of a first-class preschool education and nursery service system, and to promote educational equity and children’s physical and mental health. It is proposed to revise the “Several Provisions on Promoting Employment” to comprehensively strengthen measures to stabilize employment and ensure the overall stability of the employment situation. It also includes projects such as the Regulations on the Administration of Housing Leasing, the Regulations on the Administration of Taxi, the Regulations on the Protection of Consumer Rights and Interests, and the Measures for the Administration and Promotion of Shanghai Art Museum.
The third is to promote the socialist modernization of megacities and ensure the safe operation of cities. In 2022, there will be a total of 7 formal legislative projects in urban management, including 3 regulations and 4 regulations. In 2022, there are 5 formal legislative projects to strengthen the government’s own construction, including 2 regulations and 3 regulations.
