Starting this Friday, these medical units will be administered by the new health organization, as established by the Decree by which the Center and the High Specialty Regional Hospitals indicated with the IMSS-Wellness are disincorporated by merger.
The above means that the human, budgetary, financial and material resources of the specialty hospitals will also be managed and transferred to the IMSS-Bienestar.
Of the six hospitals that will merge with the new health organization, three were built under the public-private partnership (PPP) scheme during past six-year terms. This model involves designing, building, operating and maintaining hospitals with private money in exchange for the federal government paying an annual amount for a certain time to cover the cost.
In this way, the operation of the APP medical units, created as a decentralized body of the Federal Public Administration, is in charge of the government and can dispose of them, as long as it complies with the contracts entered into with the private parties.
One of these hospitals is the Regional High Specialty of Bajío, located in León, Guanajuto. The contract for this 247-bed medical unit was assigned in 2005 and establishes that the government will pay an annual amount of 354 million pesos for its maintenance and operation for 25 years. To date, there are seven years left of that agreement.
