Improving Criminal Justice: Training Session in Agadir Focuses on Efficiency and Professional Ethics

Agadir – The work of the fourth training session on “Criminal justice and the means of its improvement: between the requirements of efficiency and the strengthening of values ​​and professional ethics”, began on Wednesday in Agadir.

Organized by the Presidency of the Public Prosecutor’s Office in partnership with the General Directorate of National Security (DGSN) and the Command of the Royal Gendarmerie, this training session for the benefit of public prosecutors, investigating judges, officers of the judicial police, police prefects and regional officials of the Royal Gendarmerie working in Agadir, Laayoune, Guelmim and Dakhla, aims to strengthen cooperation and communication between the various institutions and stakeholders in criminal justice, and to consolidate the links of coordination between these components.

Speaking on this occasion, the Public Prosecutor of the King at the Court of Cassation, President of the Public Ministry, Moulay El Hassan Daki affirmed that this training, which comes following those organized in Fez, Marrakech and Casablanca, is part of the an ambitious program drawn up in coordination with the DGSN and the Royal Gendarmerie Command to improve criminal investigations and strengthen the ethical aspect in the management of joint missions.

And to add that this three-day training is also part of the monitoring and evaluation of the results of the meeting held at the Higher Institute of the Judiciary on June 11 and 12, 2021.

This meeting resulted in a set of recommendations aimed at encouraging the holding of periodic meetings between all the components of criminal justice at the local, regional and national levels, he recalled.

For his part, the central director of the judicial police, Mohamed Dkhissi welcomed the close cooperation that exists between the DGSN, the Public Ministry and the judiciary.

In this regard, he mentioned that the DGSN gave its instructions for the implementation of the recommendations of the high-level coordination meeting held at the Higher Institute of Magistracy on June 11, 2021 between the officials and their counterparts in the DGSN, aimed at launching a dynamic of institutional cooperation in order to improve the performance of the security services in charge of the missions of the judicial police.

Similarly, the DGSN has instructed the central administrations concerned with the judicial police and public security to put in place an action plan to monitor the implementation of these recommendations and to draw up periodic reports within the framework of the action plan of the DGSN to fight once morest crime for the period 2022-2026, recalled the security manager.

And to continue that the general guidelines to this effect focused on the taking of organizational and supervisory measures aimed at improving the performance of the National Security services responsible for the missions of the Judicial Police, including the security districts and the services traffic accidents, improving written procedures and conducting investigations in a professional manner and in accordance with the law.

Initiated as part of a training cycle for the benefit of public prosecutors, investigating judges and judicial police officials, this training session aims to inform beneficiaries regarding the methods of conducting the criminal investigation, by determining the procedures governing the reports of the judicial police in the light of judicial case law, good practices in the field of the management of the criminal investigation and the reasonable deadlines in the matter.

It is part of an ambitious program aimed at strengthening cooperation and coordination between the Presidency of the Public Ministry, the Superior Council of the Judiciary, the DGSN, and the Command of the Royal Gendarmerie, to overcome the obstacles hindering the establishment of the foundations of a strong criminal justice system that guarantees rights and freedoms.
