“Improving Child Health Data Collection Through CSEs: HCSP Proposals and Recommendations”

Child health certificates (CSE) are an indispensable source of data despite current shortcomings. It is one of the only sources of data before school age that covers the period of the first 1,000 days (from conception until the child is 2 years old). The use of CSEs will be relevant if their filling and return rates improve significantly.

The HCSP makes proposals to improve the return rate, the quality of the data collected, and the epidemiological use of the CSEs.

The dematerialization of the sending of the CSE will not be enough on its own to obtain an exhaustiveness of the data. It should be accompanied by communication with parents and front-line professionals.

The results of the operations should be published with the territorial data to motivate professionals to continue data entry and guide public health policy whether at departmental, regional or national level.

The complementarity of CSEs with other data sources should be encouraged.

CSE data should be integrated into the dematerialized health record from its design.

Finally, the existing data in the CSEs are not sufficient to guide the infant health policy and the HCSP recommends the continuation of the reflection on the choice of indicators to be monitored in connection with the dematerialization of the health record.
