The Mexican Consulate in Havana published last-minute information for travelers transiting through Mexico airports.
According to the Mexican consular headquarters in Cuba, as of October 22, 2023, passengers must meet an important requirement to be able to board any flight to Mexico.

Attention! Important information for foreigners in transit at Mexico airports.
If you require a visa to enter Mexican territory, in accordance with your nationality, and you intend to transit through Mexico’s international airports, remember that you must have a visa. visitor visa without permission to carry out paid activitiesregardless of the length of time your airport transit lasts.
Starting October 22, 2023, you must meet this requirement to be able to board any flight to Mexico.
What nationalities will be exempt from the visa for Mexico?
a) People with permanent residence in Canada, the United States of America, Japan, the United Kingdom of Great Britain and Northern Ireland, any of the countries that make up the Schengen Area, as well as the member countries of the Pacific Alliance. In the case of Spain, the cards must clearly indicate PERMANENT or LONG DURATION on the back. b) People with a valid and current visa for Canada, the United States of America, Japan, the United Kingdom of Great Britain and Northern Ireland or any of the countries that make up the Schengen Area.
