Signs of impeachment of the executive branch of the current Korean Medical Association are emerging within the medical community as the current medical consultative body agrees on the agenda for the number of medical schools. This is because the executive branch is not expressing a clear position on the current situation.
According to the medical community on the 16th, the Daejeon Metropolitan City Council demanded the holding of an extraordinary general meeting to discredit the 41st executive chairman and executives of the Korean Medical Association and to form an emergency committee for the medical school. To this end, it is necessary to obtain consent from 82 out of 242 members of the Medical Association, so it is planned to hold a meeting to discuss related issues.
At the 10th Medical Issues Council meeting held on the 8th, a discussion was held regarding the number of medical schools, but the Medical Association executive did not reject it, unlike the original promise. Moreover, at the 11th meeting held the day before, there was even a claim that other entities besides medical groups should participate in relation to the quota of medical schools, raising concerns in the medical community.
Some view this as deja vu of non-face-to-face treatment. When the non-face-to-face treatment agreement came out at the current medical consultation body in February, the KMA was in the position that it had set the principles, but did not agree to institutionalize them. However, following that, attempts to institutionalize non-face-to-face treatment continued, and a pilot project for non-face-to-face treatment began this month. It is pointed out that the medical school garden is also following the same procedure.
It is pointed out that the situation in which media articles are published contrary to the administration’s stance that there was no agreement on the expansion of the medical school quota also reduces credibility.
Daejeon City Council Chairman Kim Young-il, who requested the meeting of the Medical Association, emphasized that the decision was made considering only the future of the medical field without any political interests. He himself also said that he had no intention of running for the election for the chairman of the medical association or as a member of the non-capital committee.
In this regard, Chairman Kim said, “The medical cooperation is helpless in front of the system, such as the mandatory CCTV in the operating room, the simplification of claims for loss insurance, and the crippled number of types of clinics. In particular, there is no reason to need medical cooperation if it goes beyond the quota of the medical school.” If the cause is public sentiment and the government and ruling party, the general assembly should be held once more to hold a meeting and obtain the consent of the delegates,” he emphasized.
He continued, “The current executive department is raising the issue because it ignored these procedures. It is like going to a meeting without making an effort to inform the public regarding the problem of solving essential medical problems with medical school quotas.” Nothing was gained. What is the reason for violating the rules and agreeing on the number of quotas for medical schools?”
The Seoul Medical Association, which sent an open inquiry to the medical association executive, is also speaking of impeachment. This is because the Seoul Medical Association sent an open inquiry to the Medical Association executive department on the 9th asking whether the agreement on the number of medical schools was true and future countermeasures, but no reply has yet been received.
Regarding this, Lee Jeong-yong, chairman of the Seoul Internal Medicine Association, said, “The day before at the standing medical association, it was decided to send a second open inquiry to the medical association. If it is not, there is no reason not to reply to the public inquiry. When the answer comes, it will be documented, so if the content is different from the actual facts, there is no choice but to feel impeachment.”
There is no response to the request of the Seoul Metropolitan Council to disclose the entire medical school garden discussion process transparently. However, since the Seoul Medical Association was at the level of a statement rather than a request for disclosure, it was expected that there would be an answer from the medical council at the meeting of the heads of the provincial and provincial medical associations.
In this regard, Park Myeong-ha, chairman of the Seoul Medical Association, said, “At the previous meeting, there were several issues raised, and the executives of the Seoul Metropolitan Council made a statement by summarizing their thoughts.” As a result, I didn’t get an answer, but since there is a meeting every month, I think I’ll hear an answer at that time.”
In this regard, the medical cooperative executive department drew the line that it was only regarding discussing the appropriate size in relation to the medical school quota, and that it did not agree on the medical school quota. It is an explanation that there is no specific answer to the questions of the medical association as there is nothing specifically discussed.
In addition, he emphasized that even if the government asks the Medical Association to support the medical school quota, it will hold an extraordinary general meeting and follow the procedure, such as following the decisions of the council of representatives and city and province medical associations.
However, he said that it is difficult for the executive branch to simply oppose the discussion on the number of medical schools. The only way to completely reject it is to go on strike, because not all members want to set an angle with society. Regarding the situation in which media articles appeared saying that the Medical Association had agreed to expand the number of medical schools, he replied that he was requesting corrections for all cases with misinformation that was different from the facts.
In this regard, KMA spokesperson Kim Yi-yeon said, “The principle is that we will proceed by reflecting the opinions of the members. While there are opinions to completely oppose the quota of medical schools, there are members who say that it should be rationally resolved.” Since it came out, the executive branch can’t just oppose it unconditionally,” he explained.
“However, the medical school garden has a very large awareness of the problem and continues to emphasize the position that expanding it cannot solve the fundamental problems of the medical world,” he said. “I think the responsibility of the executive department is to act strategically in related discussions.” said.
The Steering Committee of the Medical Association Representatives Committee also believes that the executive branch has not yet violated the terms of the Representatives Meeting. However, it is a policy to proceed with further discussion on the matter at the steering committee meeting to be held on the 17th.
In this regard, Park Seong-min, chairman of the Korea Medical Association Representatives Committee, said, “As far as the steering committee found out, the executive department has never agreed on the number of medical schools. We will confirm additionally at the upcoming Steering Committee meeting, but it is difficult to see that this has been violated so far. If the executive department’s claim is not true, the delegates will decide the disposition.”
