Of course, it costs to have a car. But the state of Illinois can end up paying you up to $4,000 to own one.
The trap ? It must be 100% electric.
The Illinois Environmental Protection Agency on Tuesday announced a “second round of funding” for the state’s electric vehicle rebate program, a plan that provides those who purchase an all-electric vehicle the possibility of obtaining a rebate worth up to $4,000.

The program, Illinois Governor JB Pritzker said in a tweet, is part of the state’s plan to “put 1 million electric vehicles on the road by 2030.”
According to the rebate program, a new application cycle began on November 1. It continues until January 31, 2023.

Who in Illinois is eligible to receive an electric vehicle rebate?
According to the IEPA, “Illinois residents who purchase or have purchased a new or used all-electric vehicle from an authorized Illinois dealership” are eligible for an electric vehicle rebate. However, there are limits.
Here is what it is:
- The date you purchased the vehicle, and when you requested the refund: “Buyers must claim the rebate during an open rebate cycle and within 90 days of vehicle purchase,” the IEPA says.
- Place where you purchased the vehicle: “The vehicle must be purchased from a dealer located in Illinois and authorized by the Illinois Secretary of State. »
- If you have already obtained a rebate on electric vehicles: “The vehicle cannot have been the subject of a previous electric vehicle rebate under this new program in Illinois. »
- Discounts are for individuals, not businesses: “Only individuals can benefit from a discount”, indicates the IEPA. Businesses, government units, organizations and other entities that are not individuals will be denied reimbursement. Applicants should ensure that all documents are in the name of the person requesting the reimbursement and do not include or indicate an entity (i.e. LLC) as the purchaser or co-purchaser of the vehicle or the ‘vehicle registration.
- How much does the vehicle cost: “The amount of the rebate cannot exceed the purchase price of the vehicle. »
Additionally, “buyer must retain ownership of the vehicle for at least 12 consecutive months immediately following the date of vehicle purchase,” the IEPA says.
Finally, rented or leased vehicles are not eligible for the rebate.
Am I eligible if I have a plug-in hybrid?
Non.
The IEPA states that “The Electric Vehicle Rebate Act defines an ‘electric vehicle’ as a vehicle that is exclusively powered and refueled by electricity, must be plugged in for charging, and is permitted to be operated on public roads. ‘Electric vehicles do not include electric mopeds, electric off-road vehicles, electric electric vehicles and extended range electric vehicles which are also equipped with conventional propulsion or auxiliary motors.
How much money is the discount worth?
Discounts are granted for one of two amounts:
- A $4,000 rebate for the purchase of an all-electric vehicle that is not an electric motorcycle
- A $1,500 rebate on the purchase of a fully electric motorcycle
How to request the refund
According to the IEPA, four forms of documentation must accompany an application:
- Copy of bill of sale, purchase invoice, or purchase agreement from an Illinois dealership
- Documentation of proof of purchase (might include loan documents, signed purchase agreement, etc.)
- Copy of Illinois vehicle registration or temporary license provided by dealer at time of sale/delivery
- IRS Form W-9 or W-8
The IEPA asks applicants to submit only the four forms listed above and not to include other items such as warranty coverage, insurance, or vehicle title.
Is there a deadline?
“The rebate request must be mailed within 90 days of the vehicle purchase date,” says the IEPA.
Additionally, requests must be printed, mailed and postmarked no later than the end of the remittance cycle – which in this case is January 31, 2023.
When and how are rebates delivered?
Depending on the state, the rebates will be in the form of a check mailed from the Comptroller of Illinois.
And, according to the IEPA, it can take a while. “The rebate check may reach you up to several weeks following the funding cycle ends,” the state says.

How much money does the program have to fund rebates?
According to the IEPA, the state expects to have $9.7 million. Once these funds are depleted during an open discount cycle, no further refunds will be issued.

If a refund is refused for any reason, a refusal letter will be sent to the applicant.
Depending on the reason, the claimant may be able to reapply for a refund.
