The initiative of Javier Mora, who since 2016 has been fighting for animal rights, was finally approved by the Council of the capital of Tolima.
Councilor Javier Mora announced through a video posted on his Facebook account, which was approved by the Municipal Council, the public policy for animal welfare and protection.

In his message, the lobbyist expressed that this initiative is configured as a great step in terms of improving the quality of life of animals in Ibagué, since from now on, these sentient beings will be able to enjoy real benefits that for years they had been elusive.
“This is very good news for the animals of Ibagué, and many more things are coming, with this we are going to improve adoptions, sterilizations and all the conditions that have to do with the state’s attention to the animal population,” Mora said. .
In this sense, it would only be necessary for this project to be sanctioned by the mayor Andrés Hurtado for it to become law.
The councilor explained that since 2016 they have been working on this draft agreement. Mora maintained that he has repeatedly raised his voice in the Ibagué Council to address issues of well-being and environmental protection.
“This public policy was one of the claims we made. It has brought more than 15 political control debates to the Municipal Administration since 2019,” said the lobbyist.
In turn, Mora indicated that within the range of issues related to the welfare of the city’s animals, the start of construction of the new facilities of the Animal Care and Protection Center, called Mega Capa, was achieved, as well as processes of sterilization, adoption, veterinary attention to animals in street condition and belonging to families of strata 1 and 2.
The councilor stressed that public policy will significantly improve the provision of welfare and protection services that involve the animal population of Ibagué and with public policy, improve sterilizations, adoptions, veterinary care for animals in street condition and in families of strata 1 and 2.
As Mora explained, the public policy for animal welfare and protection is intended to be the normative tool that sets out the guidelines to follow.
Likewise, this mechanism will serve for the Municipal Administration to guide its investments and actions that seek the benefit of the animal population of Ibaguero and improve their care.
Javier Mora assured that with this public policy, by covering the entire regulatory framework regarding the protection of animal rights, avoiding their mistreatment, a judicious oversight will be carried out on the horseback riding event framed in the celebration of the Folk Festival.
“We are going to be very aware that this parade is going to be done, so that it does not lend itself as a scene of abuse, which is what I have warned as a councilor on several occasions,” Mora said.
The councilman warned that public policy is a planning instrument to avoid cases of animal abuse, and in this sense, the Municipal Administration must be very careful when taking weighty preventive measures for the aforementioned parade.
Daniela Arango, a veterinarian and activist member of the Kinkajou Yanapax Foundation, an organization dedicated to humanitarian work and the development of social and environmental activities, highlighted the importance of implementing this public policy in the city.

The animal advocate maintained that within the multiple aspects that must be strengthened for the welfare and protection of animals in Ibagué, it is essential to strengthen the sterilization processes, something that would help reduce the overpopulation of stray animals, as well as the spread of diseases, fights, accidents and other situations that can be generated by these animals.
“Many people lack responsibility when it comes to having a pet in good condition, leaving veterinary services aside,” said Arango, adding: “This attention to the lower strata is important, since many people who show their love for animals do not have the economic access to provide them with better care.”
