“IAEA Director General Proposes Agreement with Russia and Ukraine for Zaporizhia Nuclear Power Plant Security”

The director general of the International Atomic Energy Agency (IAEA), Rafael Grossi, intends to submit an agreement with Russia and Ukraine to the UN Security Council later this month aimed at guaranteeing the security of the Zaporizhia nuclear power plant, four diplomats told Archyde.com.

Rafael Grossi has been trying for more than a year to find a solution that allows reduce the risk of nuclear disaster in the central Zaporijjia, occupied by the Russian army but only separated from the Ukrainian troops by the Dnieper river.

As Ukraine prepares to launch a counter-offensive that might take place in this sector in particular, experts fear that the safety of the six reactors of the largest power plant in Europe, now at a standstill, is threatened once more. Russia and Ukraine have accused each other of bombings that have repeatedly cut the power lines that supply the plant and cool the reactors.

“It looks promising”, said a diplomat regarding the chances of reaching an agreement on the subject. Other diplomats were more cautious, pointing out that while Ukraine finally rallied to Rafael Grossi’s initiative, Russia has not made its position clear.

The exact date on which the agreement will be presented to the Security Council has not yet been decided but it should be this month, they said, adding that Rafael Grossi is in contact on this subject with Switzerland, which holds the presidency of the Council for a month.

The agreement will detail the “principles” of security to be respected by the belligerents, some of whom have been known for a long time, such as the fact of do not bomb the plant, or from its perimeter, or prohibit the presence of heavy weapons there. Over the months, his initial ambition – to create a “zone de protection” around the power plant – was however reduced in the face of objections expressed by both sides.
