The Inter-American Commission on Human Rights (IACHR) granted precautionary measures to Roland Carreño and modified those of Américo De Grazia.
In the case of Carreño, the organization considered that “he is in a serious and urgent situation of risk of irreparable damage to his rights in Venezuela,” according to the Resolution 50/2024 published on August 17 by the organization.
“The commission found particularly worrying the information indicating that the beneficiary was allegedly detained by state agents,” it added.
Regarding the case of Américo De Grazia, the IACHR analyzed the lack of measures implemented for his protection.
“The IACHR regretted the lack of substantive information and implementation of protective measures by the State, which would place the beneficiary in a situation of lack of protection and vulnerability in the context of the country,” it highlighted in the Resolution 51/2024.
What the IACHR measures imply
For Roland Carreño, the IACHR requested the following from the Venezuelan State:
-Take the necessary measures to protect Roland Carreño’s rights to life and personal integrity. He urged the authorities to report whether the journalist is in state custody and the circumstances of his detention.
-Report on the actions taken to investigate the alleged events that led to the adoption of this precautionary measure and thus prevent their repetition.
Additionally, they requested the modification of the precautionary measures for Américo De Grazia, which include:
-Adopt the necessary measures to guarantee the life, personal integrity and health of the beneficiary.
-Ensure that the beneficiary can carry out his or her activities as an opposition leader in Venezuela without being subject to threats, harassment or acts of violence.
-Inform whether the beneficiary is in State custody and their circumstances.
– Agree on the measures to be implemented with the beneficiary and their representatives.
-Report on the actions taken to investigate the alleged events that led to the adoption of this resolution and thus prevent their repetition.
The arrests of Roland Carreno and Américo De Grazia
The National Union of Press Workers (SNTP) reported on the arrest of Roland Carreno on August 2 in Caracas.
“Carreño was unjustly imprisoned between October 2020 and October 2023, accused of the alleged crime of ‘terrorism and conspiracy,'” the organization added on its X account (formerly Twitter).
Lawyer Joel García confirmed on August 6 that the journalist and member of the Voluntad Popular (VP) party He was held in the El Helicoide Penitentiary Centerin Caracas.
For their part, the relatives of former deputy Américo De Grazia reported on August 8 that They did not know his whereabouts since August 7th.
Maria De Grazia, the politician’s daughter, said that she lost contact with her father. She said that his phone was disconnected and that he did not go to sleep at the place where he was staying in the capital.
