In the early hours of this Wednesday, May 3, it was learned that the Inter-American Commission on Human Rights (IACHR) concluded in its final report that, during the protests in Peru, between December 2022 and January 2023, there were serious human rights violations by the government of Dina Boluarte.
The document indicates that the deaths that occurred in Ayacucho might constitute “extrajudicial executions”while in Juliaca situations of “excessive and indiscriminate use” of force by state agents. Regarding the information received in Lima, Ica, Arequipa and Cusco, it determines the “disproportionate, indiscriminate and lethal use of force”.
“This is confirmed by factors such as the high number of deaths and injuries with injuries to the upper part of the body due to impacts from firearms, including pellets; as well as the location of a significant number of victims who were not even participating in the protest or were in the vicinity of the sources of conflict. Facts that must be investigated, tried and sanctioned”, the text refers to.
“The serious human rights violations reported in this report must be diligently investigated by specialized human rights prosecutors. In addition, they must be judged by independent, competent and impartial judges”, it adds.
On the other hand, the IACHR suggests that the Peruvian State carry out comprehensive reparation measures for the victims of human rights violations. These encompass actions such as compensation; medical and psychological rehabilitation; social rehabilitation; truth and justice.
“Comprehensively make reparation to the victims of human rights violations in the context of social protests. This requires that all persons who may be responsible for human rights violations be investigated, prosecuted, and punished,” he concludes.
