« Is an embassy entitled to hold a passport for four months without any explanation?

At the time of writing these lines I have unfortunately not yet received
my passport. I tried in vain to avoid foreclosure by taking steps and making claims to have at least my travel document returned to me since the embassy made me lose the opportunity to register for the ‘current year.

It is true that it is up to each country to determine its conditions for granting a visa or not, however I find it abusive to keep, all this time, a passport which is private property and moreover an identification document which is compulsory for any movement between countries. I would really like to know the reasons for this situation.
