Three years ago, while on-site investigation by the National Statistical Office suffered a terrible car accident, an employee with a 12-year-old child suffered a serious head injury and is still in the hospital.
However, the status of this employee is not a civil servant, but a kind of ‘public official’, which is a kind of indefinite contract.

Four employees of the National Statistical Office who went to the field to investigate the rice production were in the vehicle.
Kim Kyung-mi, a statistical researcher, is one of them.
Kim suffered a major head injury and underwent four surgeries, and is still in bed.

“It’s been 3 years since the accident, and I’m still breathing. I’m not aware of it, and I can’t move anything. A caregiver came and stuck with me for 24 hours…”
The problem is what to do following the accident.
Since Mr. Kim is a public servant, he is paid only 70% of the average of his three-month salary, and his leave is guaranteed for up to three years.
It is different from civil servants who are paid 100% salary and can take a leave of absence of 5 years.
At least 100% of the salary has been received since last year through labor-management agreement, but the leave guarantee is still 3 years.
At this rate, even following taking 8 months of sick leave, Mr. Kim will end his leave in June of next year and will be subject to retirement.

“I’m working for the country, and I’m doing the same thing as a civil servant, but I feel bad because there are so many differences.
As of last August, there were 883 public officials in charge of on-site investigations at the National Statistical Office and 1,037 public service statistical investigators.
Civil servants and civil servants perform virtually the same field work, and if they get injured, the treatment is different.

The National Statistical Office said, “The difference is due to the extension of the leave guarantee for public officials to five years due to the revision of the law last year.
