Simplification of rules in the field of hydrocarbons: new draft decree validated by the government.

During its meeting on Thursday, the Government Council gave the green light to draft decree No. 2.23.962, marking a significant step in the adaptation of regulations in the hydrocarbon sector. This proposed modification and supplement to Decree No. 2.72.513 dated April 7, 1973 concerns the import, export, refining, refinery recovery, storage, and distribution of hydrocarbons in Morocco. This reform was presented by Leila Benali, the Minister of Energy Transition and Sustainable Development.

The main objective of this draft decree is to clearly identify the documents necessary for the various authorization requests relating to hydrocarbon refineries, refined hydrocarbon processing and packaging workshops, as well as gas filling centers. liquefied petroleum. Mustapha Baitas, the Minister Delegate in charge of Relations with Parliament and government spokesperson, highlighted the expected benefits of this reform during a press briefing following the Council.

This ambitious initiative aims to simplify and dematerialize administrative procedures, with the central objective of reducing management times for investment files in the hydrocarbon sector. An important aspect of the decree also concerns the establishment of an exhaustive list of parts required for the transport of liquid petroleum products and liquefied petroleum gases, thus aiming to optimize safety and regulation in the transport sector of these flammable products. .

This reform is part of the government’s desire to modernize the rules governing the fuel sector, guaranteeing better operational efficiency while meeting international standards.
