Last July, Hydro-Québec reserved 45 of its 118 positions to be filled for newcomers. Even though it is a temporary integration program, 81% of those selected continue their career within the state-owned company therefollowing.
In fact, nearly 40% of the jobs offered by the hydroelectric giant were part of the Integration Program for Newcomers (PINA), which recruits twice a year.
“Since we were in the posting period for the program, it is quite normal that the ratio was higher at that time,” argues a spokesperson for Hydro-Québec, Maxence Huard-Lefebvre. He points out that, at the beginning of August, only 4 of the 95 posted positions are reserved for the integration program for newcomers.
People who have been living in Quebec for less than five years can apply under PINA for a contract lasting approximately 30 weeks.
However, it is a springboard for the majority of those accepted, who will subsequently obtain permanent employment within the Crown corporation. “Since 2017, more than 170 people have participated in this program, 81% of whom have continued their career at Hydro-Québec!”, affirmed the Quebec flagship in a message on LinkedIn last month.
Integration
Maxence Huard-Lefebvre explains that the PINA program responds to the Act respecting equal access to employment, which provides that government bodies must take steps so that “people from five target groups, including visible minorities and minorities ethnicities, are fairly represented in our positions and in certain proportions”.
To be eligible, a candidate must have been in Quebec for less than five years, be a visible or ethnic minority, and not have worked in their field of expertise since arriving in Quebec.
“This is an excellent program that meets the requirements of a Quebec law and helps to make Hydro-Québec a company that brings together highly talented employees,” says Maxence Huard-Lefebvre.
However, Loto-Québec and the SAQ say they do not reserve jobs for minority groups, as is the case with Hydro-Québec.
Other positions too
In general, Hydro-Québec also invites people from a minority group to mention it when they apply for a job. Evaluations will then be made on the basis of skills.
“In the event that two candidates are equal at the end of the hiring process, the person belonging to a minority group will be retained,” writes the spokesperson for the state-owned company.
A spokesperson for the SAQ affirms that her organization also gives “preference, throughout the staffing process, to candidates with equivalent skills who come from one or other of these 5 target groups”.
