The rules for serving summonses have not changed either: they must still be handed over personally and signed, just like conscripts.
– The federal law provides for one way of serving the summons, in terms of legal force it is higher than everything else, – says lawyer Yevgeny Krylov. – The main criterion: personally in the hands and under the signature. At the same time, it does not matter where exactly the summons will be served: they can wait, for example, at the entrance.
So, theoretically, the law does not prohibit handing out subpoenas on the streets – the main thing is that a person signs for receiving it. You can refuse, but then an act of refusal to serve the summons is drawn up.
