Day and night, extremely loud barking makes life impossible for residents of a small village in La Roche-en-Andenne. Manon lives right in front of the house that shelters these ten dogs.
“It is very difficult to open the windows in the village because of this barking. It’s as much during the day as it is at night or at 5am. It’s really painful and here we will move just to avoid hearing them“, she testifies.
Manon warned the police and launched a petition signed by 70 residents, including Julie, her neighbor. “It’s all night, if you want to open the window and watch TV at the same time, it’s not possible“.
The mayor is however well aware of the problem. “The police intervened once more a short time ago in the night. A report has been drawn up and I think that justice must now take up the case“.
But what does the law say regarding this? “The Civil Code provides for the possibility of intervening and requesting the intervention of the judge when there is excessive neighborhood disturbance“, explains René Robaye, lawyer at the bar of Namur.
The judge might therefore ask the owner for a solution to stop the disorder, such as moving the dogs.
