Who can get new benefits?
- Pregnant women registered early;
- Unemployed who took leave in connection with the birth of a child;
- Families at the birth of the first child;

- Family members, if the child is between three and eight years old, and between eight and 17 years old.

There are three payouts:
- 50% of the regional subsistence minimum is the basic amount of the payment.
- 75% – if the average per capita income of the family is below the regional subsistence level.
- 100% – if the previous payment did not raise the average per capita income to the level of the minimum wage.
On average across the country in 2023, this will amount to 7 thousand, 10.5 thousand and 14 thousand rubles. These data are taken from the new level of the subsistence minimum, which will come into force on January 1, 2023. It will amount to 14,375 rubles.
What is average per capita income?
Per capita income is the sum of the income of each family member divided by the number of people. If in a family of three: the father earns 26 thousand rubles a month, the mother – 19 thousand, and the child is unemployed. In this case, the total income per family will be 15 thousand rubles per month. This is less than the subsistence level by one thousand, so the family can count on receiving payments.
Payments that affect the average per capita income do not include: tax deductions, previous benefits, maternity capital funds, payments under a social contract, salaries of mobilized people and social compensations. However, the amount of family income for each member is affected in addition to wages: alimony, scholarships, pensions, income from deposits, and from the sale and rental of property.
However, this is not enough. The Social Fund will also test means, which is a condition in which a family cannot meet their needs.
What are the eligibility criteria for a family?
A family may be eligible for benefits if:
- The family has a house and an apartment, where each family member has less than 40 square meters. m.;
- There is no more than one house and garage;
- The land plot does not exceed 25 acres;
- One car older than 5 years;
- The presence of savings, the income from which does not exceed the minimum wage.
