As a reminder, the ESS brings together associations, mutual societies or even cooperatives, linked by common management or governance principles, such as profit management for example. The sector represents around 10% of GDP, and employs 2.6 million people, according to Bercy.

First commitment, linked precisely to the economic weight of the ESS: ultimately, each prefecture must have a full-time ESS correspondent to help create businesses, approve the payment of aid or help structure territorial centers Economic Cooperation (PTCE), which only exist in half a dozen regions. “The PTCEs are a bit like our competitiveness centers and are essential in our territories,” assured Olivia Grégoire.

The minister also announced a seed fund in rural areas of 3 million over three years, the simplification of impact contracts, the redefinition of relations between the regional chambers of the ESS and their craft counterparts. , commerce or industry, or even the increase in solidarity investment ceilings. “This will allow solidarity finance players to raise up to 800 million additional assets,” she said.

Sector contract

There remain the big subjects requested, sometimes for a long time, by the representative bodies of the ESS for which Olivia Grégoire has not closed the door, but nothing more. Thus the request for a programming law for ESS credits to which it prefers the establishment of a sector contract. But also the overhaul of the payroll tax or a social innovation tax credit, like what exists for research.

The president of Udes, the employers’ organization representing the ESS, Hugues Vidor, still believes in it.
