Along with that, in the project of the Law on Supplementing the incentives for profits earned from business, the area of ​​​​20 % of commercial housing construction is accounted for separately used to support the construction of the project’s technical assistance. The business part of this commercial housing area is separately accounted and used to invest in the construction of the project’s technical infrastructure system. This new regulation provides additional support for investors to encourage investment in social housing.

The Housing Law Project (amended) also adds 10% of the land use levy collected from commercial and urban housing development projects in the area to supplement the local development investment fund. for investment in construction of technical and social infrastructure and houses for rent as prescribed in Clause 3, Article 91. The highlight of this content is to clarify the additional capital source for investment in social housing development. , especially housing for rent.

According to the city’s housing development plan for the period of 2021 – 2025, Hanoi aims to develop regarding 44 million m2 of residential floors. At the same time, organize the inspection of projects, focusing on slow-moving projects in 2021 and 2022, proposing solutions to remove difficulties, speeding up site clearance and project implementation. For projects that are slow to deploy, have low capacity, and are deliberately sluggish, they will be withdrawn for bidding to select another investor. After that, the violation information will be publicized, included in the evaluation criteria and not allowed to participate in the implementation of similar projects in the city.
