The accident occurred early in the morning on a mountain road between the towns of Santa Rosa de Copan and Gracias, some 220 km northwest of the capital Tegucigalpa.
According to Captain Orellana, one of the buses was returning empty from the border further north with Guatemala following dropping off migrants, while the other, smaller, with passengers, was traveling in the other direction.
According to local media, all the victims are Honduran and lived in the region.
Relatives quickly gathered at the scene of the accident, some bursting into tears as they identified their deceased loved ones.
Road accidents are the second leading cause of death in Honduras, following homicides, according to official figures.
Every day hundreds of migrants cross Honduras from South American countries trying to reach the United States for better living conditions.
