NOTICE OF OPEN CALL FOR TENDERS N° 001/2023/PRECOS NER 081-22_AA/HED TAMAT FOR THE SUPPLY OF 1000 INCLUDING 500 FOOD KITS AND 500 NON-FOOD KITS (NFI) INTENDED FOR VICTIMS OF INSECURITY DISPLACED AND HOST POPULATIONS IN THE REGIONS FROM TAHOUA AND TILLABERI
- As part of the activities of its Precos NER -081-22_AA project financed by the German Ministry of Foreign Affairs through the International NGO HELP, a fund is planned for the recovery of 1,000 households in regions affected by security crises and proposes to use part of this Fund to make payments under Contract No. 001/2023/PRECOS NER 081-22_AA/HED TAMAT FOR THE SUPPLY OF 1,000 KITS, INCLUDING 500 FOOD KITS AND 500 NON-FOOD KITS (NFI) FOR POPULATIONS DISPLACED VICTIMS OF INSECURITY AND HOSTS FROM THE TAHOUA AND TILLABERI REGIONS.
- The General Project Coordinator is soliciting closed offers from eligible candidates who meet the qualifications required for the delivery of the following supplies: SUPPLY OF 1,000 KITS INCLUDING 500 FOOD KITS AND 500 NON-FOOD KITS (NFI) FOR POPULATIONS VICTIMS OF INSECURITY DISPLACED PERSONS AND HOSTS FROM THE TAHOUA AND TILLABERI REGIONS.*
- The delivery time is Fifteen (15) calendar days from the date of notification of the approved market. The Kits will be delivered to the Antennas of the NGO HED Tamat in Tahoua and Tillabéry at the rate of 400 Kits (200 food kits and 200 non-food NFIs) in Tahoua and 600 Kits (300 food kits and 300 non-food NFIs) in Tillabery.
- The procurement will be conducted by open invitation to tender as defined in the Public Procurement Code in articles 29 to 39, and open to all eligible candidates.

- The qualification requirements are:
At the technical level:
– Have executed, as the main supplier, at least one contract relating to similar food kits (rice, millet; oil and milk) and non-food kits whose amount is at least equivalent to 50% of the amount of its offer (copy of the contract with acceptance report or certificates of completion to be attached, it being understood that the absence or non-compliance of these documents will result in the rejection of the offer);
– Provide vehicle registration documents or rental certificates for the rolling stock necessary for transport to the sites;
– Provide a description of the methodology and a schedule for the production and delivery of Food Kits.
The absence or non-compliance of any of this information will result in the rejection of the offer.
At the financial level :
– Provide a bid guarantee per lot at least equivalent to 2% of the amount of the offer: Any non-compliant or insufficient bid guarantee results in the rejection of the offer as being non-compliant;
– Have, to meet the financial charges resulting from the commitments contained in the contract, a certificate of financial capacity for an amount of at least 50% of the amount of the offer, materialized by an unconditional and irrevocable line of credit per lot, issued by a recognized bank, through which the bank guarantees and is liable to the contracting authority, on behalf of the supplier, for the availability of the funds necessary for the complete performance of the contract (see model attached to the CAD).
The absence of this certificate or its non-compliance will result in the rejection of the offer.

- Tenders must be submitted to the following address: NGO HED TAMAT no later than 03/21/2023 at 10 a.m. Tenders submitted following the deadline date and time set for the submission of tenders will not be accepted. .
- Tenders must include a tender guarantee, in the amount of 2% of the estimated amount of the contract.
- Candidates will remain committed to their offer for a period of 120 days from the deadline for submitting offers as specified in point 18.1 of the IC and the DPAO.
- The offers will be opened in the presence of the representatives of the tenderers who wish to attend the opening of the folds on 03/25/2023 at 9:00 a.m. at the following address: The Meeting Room of the NGO HED TAMAT Agadez
