Heating allowance: Detailed guide

In mid-November, the platform for submitting applications for the heating allowance, amounting to 237 million euros, will be opened to more than 1 million beneficiaries, with the submission deadline ending on 8.12.2023.

The crediting of the money to the beneficiaries’ bank accounts will start on December 22 and will be completed in three phases: December, February and April.

Who are the beneficiaries of the heating allowance?

A heating allowance is granted to individuals who are single or married or in a widowed state or to persons who have entered into a cohabitation agreement or who are separated or divorced, who use internal combustion heating oil or lighting oil (blue kerosene) or natural gas or liquid gas for their heating or firewood or biomass (pellets) or thermal energy through district heating and meet the criteria as described below.

Especially for married people or persons who have entered into a cohabitation agreement, the beneficiary is the person liable to submit the income tax return according to article 67 of Law 4172/2013 or one of the two in case of submitting a separate return.

The allowance is granted to the above-mentioned natural persons for the consumption of the subsidized types of heating fuel and thermal energy through district heating, for the properties they use as their main residence at the time of submitting the application, whether they are leased or granted free of charge or are owner-occupied .

Especially for the granting of a heating subsidy to consumers of firewood and biomass (pellets), an additional condition is set that the property is located in a settlement with a population equal to or below 10,000 inhabitants and that the corresponding subsidy coefficient is equal to or greater than 0.8.

Especially for the granting of a heating allowance to consumers of thermal energy through district heating, an additional condition is set that the property is located in one of the municipalities of Serres, Eordaia, Kozani, Amyntaio or Megalopolis.

Amount of allowance

Each beneficiary is granted a subsidy for purchases of the subsidized types of heating fuel and thermal energy through district heating, the amount of which amounts to three hundred and fifty (350) euros, multiplied by the subsidy rate per settlement in which the main residence is located, as specified in the annex hereto and increased by twenty percent (20%) for each dependent child of the beneficiary.

The amount resulting from the above may not fall short of the amount of one hundred (100) euros, nor exceed the amount of eight hundred (800) euros at most. Due to the increased energy needs in settlements whose subsidy factor is greater than or equal to the unit (1), the above calculated amount of the subsidy is increased by twenty-five percent (25%) and cannot exceed the amount of one thousand (1,000 ) euros at most.

Income criteria

The income limit remains at 16,000 euros for a single person, and at 24,000 euros for a married person, but it increases for families with children from 3,000 euros for each child to 5,000 euros for each child.

This means that the income threshold for a household with one child rises from 27,000 euros to 29,000 euros, for a household with two children the income threshold rises from 30,000 euros to 34,000 euros, and for a family with three children the income criterion increases from 33,000 euros to 39,000 euros.

A turnover limit of up to 80,000 euros per year is set for the first time for natural persons carrying out business activity. This means that freelancers and the self-employed who declared a gross income of more than 80,000 euros to the Tax Office this year are automatically excluded from the heating allowance.

The application process

According to ifimerida, through the AADE platform and by entering the taxisnet data, citizens can apply for the heating allowance.

Then, after selecting the year 2023-2024, the applicants click submit/manage application, where they choose whether they live in a single-family house or multi-family house, if they are owners or tenants, the type of fuel they are applying for, the electricity supply number, the settlement, the square meters of the house and the bank account number 9 in IVAN format) who wish to have the heating allowance credited.
