HEALTH DEMOCRACY: Meeting in Dijon of the Regional Conference on Health and Autonomy

The plenary session of October 12 at the headquarters of Dijon Métropole is open to the public.

The CRSA, regional body of democracy in health, meets in plenary session, open to the public, Wednesday October 12 in Dijon (council room, Dijon metropolis, 40 avenue duflag) from 2 p.m. to 7:30 p.m.

The agenda is as follows:
– Regional Environmental Health Plan (PRSE) 4: Progress of work
– Regional health project (PRS): Update on the evaluation
– “My Health Space”: The ambassador structures
– Weather of the specialized commissions
– Feedback on the Digital Health Day

– Feedback on the Health and Work seminar
– Participation in the Webinar of the National Health Conference (CNS): “Fight once morest abuse and citizen responses”

In this agenda, two points may mobilize your attention:

1. “My Health Space”: the CRSA is mobilizing for easy access for all!

My health space is a personal and secure digital space, offered by Health Insurance and the Ministry of Health and Prevention, which is intended to become the interactive digital health record for all policyholders. Thanks to this new service, everyone can actively participate in monitoring and preserving their health:

The implementation of the portal since September 2022 raises many questions: how to access this space when you do not have internet access? What support for people with comprehension difficulties? For old people ? People with disabilities? Do health professionals invest this space? Do they have time? …

To respond to this, the ARS BFC proposed to the CRSA to mobilize around the “Ambassador Structures” project, structures, associations, organizations… which might support the dissemination of “My Health Space”, support people in difficulty ‘access…

A charter will be proposed for validation during this plenary CRSA.

2. Webinar of the National Health Conference: Fight once morest abuse and citizen responses

Following the revelations of the book Les Fossoyeurs, many exchanges and debates have taken place within the CRSA since the beginning of 2022.

The CRSA in an internal referral opinion of April 5 recalled that all establishments and services might not be put on the same level but that deviations were possible, and that in certain health and medico-social establishments, the quality of services and personal safety may not be guaranteed. The CRSA stressed that beyond emotion, the search for well-treatment and the fight once morest mistreatment must be a daily battle.

The CRSA recalled that many bodies and mechanisms exist: ARS, Departmental Councils but also specialized support structures (quality network, ethics space), commissions involving users in establishments… They must be entered and activated at each whenever possible, both preventively and “curatively”. The Conference stressed that there are many ramparts once morest abuses: the culture of quality, reporting, the presence of controls and evaluations, user commissions, the use of qualified people, training, etc.

Ramparts unequally present and active in our health system.

With the support of Alice Casagrande (ex-president of the National Commission for the Fight once morest Abuse and the Promotion of Well-treatment, now ministerial adviser in charge of the fight once morest abuse to Jean-Christophe Combe, Minister of Solidarity and Autonomy), the CRSA is resolutely committed to combating all forms of mistreatment and promoting good treatment.

This translates concretely into:
– The internal referral opinion of April 5, 2022,
– The participation of the CRSA in an action research of the National Commission for the fight once morest mistreatment and the promotion of well-treatment
– The establishment of a dedicated working group within the CRSA: to make proposals for facilitating reports, processing and monitoring of situations and the involvement of user representatives.
– The launch of several public debates in co-construction with the Territorial Health Councils (CTS) on this theme over the next two years
– Participation in the CNS webinar live on October 12 Fight once morest abuse and citizen responses – Ministry of Health and Prevention (solidarites-sante.gouv.fr), with conclusion by Emmanuel Ronot, President of the CRSA BFC
– The participation of the President of the CRSA in the Abuse working group responsible for responding to the referral from Minister Jean-Christophe Combe on abuse. On September 16, 2022, as part of the launch of a national strategy to fight once morest abuse, the Minister of Solidarity, Autonomy and Disabled People, Jean Christophe COMBE seized the IGAS, the High Council of Public Health and the CNS. This triple referral meets a major objective: to better prevent situations of abuse wherever they may occur, in establishments as well as at home. The CNS is called upon to discuss collective and citizen responses, the involvement of user representatives and other stakeholders. The President of the CRSA BFC, member of the Permanent Commission of the CNS, Emmanuel RONOT will be co-rapporteur of the report preparing this opinion.

CRSA in a nutshell:
As a consultative body, the CRSA gives opinions on the health policy conducted by the ARS. Its role is to better define the needs of the territory and to influence concretely the way of acting for the health of the Burgundians-Francs-Comtois on the territories. Composed of a hundred members, who represent elected officials, users, territorial health councils, social partners, actors of cohesion and social protection, actors of prevention and health education and health service providers, the CRSA meets in plenary session (public sessions) at least 3 times a year.
