Health approved a procedure to facilitate care for people without ID in public hospitals

Asuncion, IP Agency.- The Ministry of Public Health and Social Welfare approved a new procedure for registering people without a civil identity card. This measure seeks to improve the efficiency and quality of health services in the country. The Minister of Health, María Teresa Barán, highlighted the importance of this initiative to ensure adequate care and correct management of patient data.

Identification of individuals is essential for the effective delivery of services in health facilities. This procedure, approved by Resolution No. 338/24, will improve health coverage and data collection, which are crucial factors for meeting Sustainable Development Goals (SDG) 3.1 and 3.2, which focus on improving public health.

Furthermore, this measure is expected to reduce duplication of records and diagnostic tests, promoting continuity of care and coordination between different levels of care.

The proposed system uses an alphanumeric code based on the initials of the first and last names, sex, code of the department of birth and date of birth. This code will be assigned to patients who do not have a civil identity card, allowing for better traceability and avoiding risks associated with duplication or incorrect assignment of data.

In cases where the date of birth is not known, an estimated date based on the age stated by the user or companion will be used. If neither the date of birth nor the age is known, a visual estimate of the patient’s age will be used to create the alphanumeric code.

The implementation of this new system also guarantees the protection of privacy and confidentiality of health data, establishing interoperability standards between the different public and private health systems. This step is essential for the effectiveness of a national electronic medical record and for the implementation of the Digital Agenda in the Ministry of Public Health.

The registration of persons without an identity card will be temporary. This registration will last until the person obtains his or her definitive identity document. A maximum period of six months has been established for the implementation of this procedure in all information systems of the Ministry of Public Health since the signing of this resolution.

Citizens will be advised on the procedures to follow in order to obtain their documents in the shortest possible time.
